Why Did North Korea's Kim Jong-un Send Trash Balloons?: An Analysis of North Korea's Changes in the Kim Jong-un Era

북한의 김정은은 왜 오물풍선을 보냈을까? 북한은 최근 들어서 법을 고치면서 북한 주민에 대한 통제를 강화하고 있다. 북한은 2020년 12월 반동사상문화배격법을 제정하였고 외부로부터 도입되는 문화나 한국의 사상과 말 등을 사용하게 되면 처벌을 한다는 점을 명시하였다. 그러나 이는 반대로 해석하면 북한 사회가 그만큼 많이 동요되고 있음을 반증하는 법이라고 할 수 있다. 장마당이 생기면서 자본주의의 씨앗이 북한 내에서도 자라기 시작하였다. 돈주라고 불리는 자본가가 일부 생기게 된 것이다. 북한의 세대가 교체되면서 사회적인 변화도 존재하였다. 젊은이답게 한국식 문화나 새로운 변화에 대해서 보다 받아들이는 모습이 나타난 것이다. 북한은 체제에 새로운 문화가 유입되는 것과 자본주의나 서구식 사상에 물드는 것을 가장 두려워하고 있다. 본 연구는 북한의 김정은이 이러한 사회적인 혼란을 수습하고 외부로 화살을 돌려서 북한 주민의 동요를 억제하고자 북한이 오물풍선을 보냈다고 분석한다.

Why did North Korea's Kim Jong-un send Trash balloons? North Korea has recently revised its laws to strengthen its control over its citizens. In December 2020, North Korea enacted the Law on the Rejection of Reactionary Ideology and Culture which stipulates punishment for the use of foreign culture or South Korean ideology and language. However, this law can be interpreted conversely as evidence of the significant unrest in North Korean society. With the emergence of markets, the seeds of capitalism began to sprout within North Korea. Some capitalists known as donju emerged. As generations changed in North Korea, social changes also occurred. Young people, as expected, showed a greater receptivity to South Korean culture and new developments. North Korea fears the influx of new cultures into its system and the influx of capitalist and Western ideologies. The study analyzes that North Korean leader Kim Jong-un sent a filth balloon to deal with this social turmoil and turn his gaze to the outside world to suppress the agitation of North Koreans.
