로컬 거버넌스 이해를 위한 진화적 거버넌스 이론 적용 가능성에 대한 고찰

A Study on the Applicability of Evolutionary Governance Theory for Understanding Local Governance

한국에서 로컬 거버넌스 시도가 활발해진 후 이에 대한 회의적 평가와 학술 논의가 늘고 있는 상황에서 이 논문은 기존 논의를 확장할 수 있는 이론적 자원으로서 진화적 거버넌스 이론(Evolutionary Governance Theory: EGT)을 검토하였다. EGT는 루만의 사회 시스템 이론을 바탕으로 푸코를 포함한후기구조주의 이론 및 제도경제학의 논의를 결합하여 거버넌스의 진화를 이해할 수 있는 이론적 시각을제공하였다. 행위자와 제도, 권력과 지식, 공식과 비공식이 서로 상호작용하는 구성에 대한 논의와 함께담론과 물질성의 상호제약성에 대한 논의는 공진화의 관점을 통해서 거버넌스를 이해할 수 있는 가능성을 열었다. 또한 경로 의존성을 넘어선 다중의 의존성에 대한 논의를 통해서 거버넌스의 진화에 영향을미치는 다양한 요인들에 대한 이해를 심화시켰다. 생산적 허구로서 전략을 개념화하고 중간 전략의 필요성을 제안함으로써 현실적인 거버넌스 실행 방안의 이론화에 진전을 이루었다. 본 연구에서 EGT에 기반을 둔 경험적 연구 사례들을 분석하고 EGT가 제안한 거버넌스의 전략들을 검토한 결과, EGT의 논의가갖고 있는 이론적인 난해함이나 규범적 방향성 제시의 취약성에도 불구하고 한국의 로컬 거버넌스가 갖고 있는 한계들을 진단하고 장기적인 관점의 해결 방안을 모색하는데 유용성을 가짐을 보였다. 특히 다양한 사회 이론의 활용을 통해서 거버넌스의 사회학과 학제적 연구의 가능성이 제기되었다.

This study examines Evolutionary Governance Theory (EGT) as a theoretical resource for analyzing local governance in South Korea, where recent initiatives have sparked skepticism and academic debate. EGT integrates Luhmann’s social systems theory, post-structuralist perspectives such as Foucault, and insights from institutional economics to explain governance as a process of co-evolution. It highlights the interplay between actors and institutions, power and knowledge, formal and informal elements, and the mutual constraints of discourse and materiality. In addition, by extending the discussion from path dependency to multiple dependencies, the study deepens the understanding of diverse factors influencing the evolution of governance. Furthermore, by conceptualizing strategies as productive fictions and proposing the need for intermediate strategies, it advances the theorization of practical governance implementation. Through the review of empirical cases and governance strategies informed by EGT, the study demonstrates that, despite its theoretical complexity and limited normative guidance, EGT provides significant analytical value for diagnosing the limitations of South Korea’s local governance and exploring long-term solutions. Finally, it underscores the potential of EGT to enrich the sociology of governance and foster interdisciplinary research across diverse social theories.
