Sub-regional Cooperation and Unbalanced Municipal Development in the Northern East Sea Rim: A Comparative Study of Triangle Cities on Tumen River Delta

이 논문은 환동해 북부인 두만강 지역의 도시 협력을 다층적 측면에서 고찰하는 것을 목표로 한다. 즉 중국 훈춘, 러시아 블라디보스토크, 북한 라선의 협력 방식, 제도 그리고 인프라를 어떻게 구축할 수 있는지, 하위지역을 어떻게 구성할 수 있는지를 살펴본다. 이들의 협력으로 어떻게 교육 기관이 인적 자본 형성에 영향을 미쳤고, 그리고 이러한 제도 구축이 무역, 인적 자원 교류, 해양 환경 등에 어떤 영향을 미쳤는지에 대해 고찰한다. 국경 도시인 훈춘, 블라디보스토크, 나선에서 하위지역 협력의 내부역학 관계에 관한 연구가 거의 다루어지지 않았다. 게다가 이들 도시 간 협력에 있어 외부 요인은 간과될 수 없다. 북한과 러시아에 대한 미국의 제재와 코로나19 확산에 대한 대응과 같은 제약 등은 두만강 삼각주의 하위지역 협력에 유례없는 막대한 영향을 미쳤다. 최근 러시아·우크라이나 전쟁으로 인해 러시아와 중국 혹은 러시아와 북한이 밀착함에 따라 중국과 북한에 안보 비용과 경제적 기회가 창출되고 있다. 특히 북한 라선은 관계망 이론적 관점에서 볼 때 여전히 불균형하고 불안정한 도시로 구조적 허점을 드러낸다. 이에 따라 두만강 삼각주의 도시를 이해하기 위해서는 다층적인 하위지역 도시 이론을 재고하고, 이에 대한 국제적 영향력도 신중하게 고려해야 한다. 이 사례는 중앙 정부와 지방 정부의 제도와 인프라 구축, 편의시설 제공, 특히 북극 항로의 새로운 개척, 그리고 국내외 자본의 투자 유치에 있어 미흡한 시설 기반의 제약을 개선하는 여부에 따라 도시와 지역 발전을 추구하는 다층적 하위지역 도시 이론을 적용할 수 있을 것이다.

This paper aims to consider the multi-layered aspects of sub-regional cooperation on the Tumen River delta among Hunchun in China, Vladivostok in Russia, and Rasun in North Korea: how cooperation could be formulated, how infrastructures and institutions can be constructed, how sub-regional cooperation has been shaped in terms of human capital and educational, medical facilities & services, and how this institutional arrangement has influenced trade, human resource exchange, maritime environment and so forth. The internal dynamics of sub-regional cooperation have not been significantly explored in the border cities of Hunchun, Vladivostok, and Rasun. For this sub-regional cooperation, the external factors cannot be neglected by and large. In addition to the prerequisite concerns, the constraints such as the reactions to US sanctions on North Korea and Russia and the outbreak of COVID-19 has had an unparalleled impact on the triangle of sub-regional cooperation on the Tumen River delta. Recently the war between Russia and Ukraine has yielded security expenses and economic opportunities for China and North Korea as Russia and China and/or Russia and North Korea get close together. Even so, Rasun in North Korea still seems to remain unstable and unbalanced city, working as a structural hole according to network theoretical perspective. Thus, complex and multi-layered sub-regionalism must be reconsidered to understand the triangle cities on the Tumen River Delta area, together with cautiously considering international influence on them. This case would be suggested to apply for multi-layered sub-regional municipal theory to promote urban and regional development with the infrastructural support of central and local governments to create new opportunities of the North Arctic route, and constraints such as lack of amenities to attract domestic and foreign direct investment.
