Covid-19 이후의 임대차 3법이 전세 대비 월세 비중에 영향을 미치는 요인에 관한 연구

A study on the factors affecting the ratio of monthly rent to chonsei by the three rental laws after Covid-19

본 연구는 2020년 1월부터 2025년 4월까지 수도권 59개 시군구의 패널자료를 활용하여 임대차 3법 시행 이후 전세 대비 월세 비중 변화 요인을 실증분석하였다. 분석 결과, 아파트 전세가격 상승과 미분양 증가는 월세 비중을 유의하게 증가시켰으며, 회사채수익률 상승과 소비자물가지수 증가도 월세화를 촉진하는 요인으로 나타났다. 코로나19 팬데믹 초·중기에는 월세 전환이 가속화되었으나, 기준금리 인상과 가계대출 규제 강화가 진행된 후기에는 월세 비중의 상승 폭이 축소되는 양상이 나타났다. 임대차 3법 적용은 수도권과 서울에서 월세 비중을 증가시켰으나 인천에서는 오히려 감소하여 지역별 이질적 효과가 확인되었다. 특히 임대차 3법과 역전세의 상호작용은 모든 모형에서 월세화 압력을 강화하는 것으로 나타나, 역전세 국면에서 임대인의 보증금 반환 리스크 회피 행태가 월세 전환을 가속화함을 확인하였다. 본 연구는 전세시장 안정화, 거시금융정책과의 정합성 강화, 지역별 맞춤형 정책의 필요성을 제시한다.

This study empirically analyzed the factors affecting the change in the ratio of monthly rent (Wolse) to Choense after the implementation of the Housing Lease Act (Choense-Wolse Three Laws) using panel data from 59 cities and counties in the Seoul Metropolitan Area from January 2020 to April 2025. The analysis results showed that the increase in apartment Choense prices and the rise in unsold housing inventory significantly increased the proportion of monthly rent, and the increase in corporate bond yields and consumer price index also emerged as factors promoting the transition to monthly rent. During the early and middle phases of the COVID-19 pandemic, the conversion to monthly rent accelerated, but showed signs of adjustment in the later phase. ​The application of the Housing Lease Act increased the proportion of monthly rent in the Seoul Metropolitan Area and Seoul, but rather decreased it in Incheon, confirming heterogeneous effects by region.​ In particular, the interaction between the Housing Lease Act and reverse Choense was found to strengthen the pressure toward monthly rent conversion in all models, confirming that landlords' behavior to avoid deposit refund risks in the reverse Choense phase accelerated the transition to monthly rent. This study suggests the necessity of stabilizing the Choense market, strengthening consistency with macrofinancial policies, and implementing region-specific customized policies.
