다크웹상의 범죄와 디지털 수사 활동에 관한 고찰

A Study on Crime and Digital Investigation Activities on the Dark Web

인터넷은 다양한 분야에서 필수적인 부분이며, 정보의 이동과 소비, 생산, 서비스, 행정 분야 등에서 중요한 인프라이다. 이러한 인터넷의 발전은 사람들이 이전에 하기 어려웠던 일들을 효율적으로 수행할 수 있게 해주어 일상생활을 더욱 편리하게 만들었다. 일반적으로 인터넷은 누구라도 쉽게 접근이 가능하여 검색할 수 있으나, 동시에 인터넷의 다른 형태가 알려지게 되었다. 그중 일부는 인터넷에서 방대한 양의 데이터에 쉽게 접근할 수 있어 범죄의 실행이 과거보다 쉬워지는 한편, 인터넷에서의 익명성과 특수한 소프트웨어의 사용으로 수사기관이 범죄자들을 추적하고 검거하는 것은 점점 어려워지고 있다. 1990년대의 음란물 유포, 2000년대의 음악 및 기업에 대한 부정한 거래, 그리고 오늘날 살인 청부, 인신매매, 테러 활동, 자금 세탁 등이 가능해지면서 인터넷 안전에 대한 위협은 지속적으로 증가하고 있다. 특히, 인터넷의 한 형태인 다크웹은 일반적인 검색 엔진으로 접근하기 어려우며, 사용자가 접근하기 위해서는 익명화 소프트웨어가 필요하다. 이러한 이유에서 다크웹에 숨겨진 네트워크와 익명화 도구를 기반으로 다양한 범죄가 지속적으로 증가하고 있다. 이 연구는 방대한 정보와 데이터 교환 등이 이루어지고 있는 인터넷의 구조, 특성에 대하여 살펴보고, 다음으로 다크웹상에서 발생하고 있는 다양한 유형의 범죄를 검토한다. 그리고 이러한 범죄에 대응하기 위하여 데이터 수집과 사용자 추적이 가능한 디지털 프로파일링, 특정 거래나 범죄 활동과 관련된 당사자를 식별할 수 있는 블록체인·사회공학적 분석, 온라인 잠복과 같은 활동으로 다크웹상의 범죄자를 추적하고 모니터링하는 다양한 수사 활동에 대하여 제언하고자 한다.

The Internet is an essential part in various fields and an important infrastructure in the fields of information movement and consumption, production, service, and administration. These developments in the Internet have made everyday life more convenient by enabling people to efficiently perform tasks that were previously difficult to do. In general, the Internet is easily accessible to anyone and can be searched, but at the same time, other forms of the Internet have become known. While some of them have easy access to vast amounts of data on the Internet, it is becoming easier than in the past to execute crimes, while anonymity and the use of special software on the Internet make it increasingly difficult for investigative agencies to track and arrest criminals. The spread of pornography in the 1990s, illegal transactions in music and companies in the 2000s, and today's possible murderous contractors, human trafficking, terrorist activities, and money laundering, threats to Internet safety continue to increase. In particular, the dark web, a form of the Internet, is difficult to access with a general search engine, and users need anonymization software to access it. For this reason, various crimes continue to increase based on networks hidden in the dark web and anonymization tools. This study examines the structure and characteristics of the Internet, where vast amounts of information and data are exchanged, and then examines various types of crimes on the dark web. In order to respond to these crimes, I would like to suggest various investigative activities that track and monitor criminals on the dark web through activities such as digital profiling that can collect data and track users, blockchain and sociotechnical analysis that can identify parties involved in specific transactions or criminal activities, and online hiding.
