중소규모 사업장에서 외국인 근로자의 산업재해 예방을 위한 실천적 관리체계 구축 방안

Developing a Practical Management System for Preventing Industrial Accidents among Foreign Workers in Small-Scale Workplaces

본 연구는 2014∼2023년 산업재해 통계와 주요 중대사고 사례를 분석하여 중소규모 사업장에서 외국인 근로자의 재해가 집중되는 구조적 요인을 규명하고 실천적 관리체계를 제시한다. 분석 결과, 외국인 근로자는 언어 장벽, 교육 미흡, 고위험 공정 배치 등으로 재해 및 사망률이 높았으며, 사례에서도 관리감독 부재와 기본 안전조치 미이행이 공통적으로 확인되었다. 이를 바탕으로 본 연구는 경력직 외국인 근로자 관리감독자 지정, AI 기반 얼굴인식·피로도 모니터링 도입, 다국어·시각자료 중심의 안전보건교육 강화, 정부–지자체–기업 협력체계 구축을 제안한다. 본 연구의 의의는 하인리히·버드 이론을 통합하여 외국인 근로자 재해를 구조적 문제로 해석하고, 기술·교육·제도 기반의 실천적 대안을 제시함으로써 중소규모 사업장의 안전관리 역량 강화에 기여했다는 점에 있다.

This study has examined industrial accident data and major cases in order to identify why foreign workers in small-scale workplaces face higher risks. Foreign workers exhibit higher accident and fatality rates owing to language barriers, limited training, and assignment to high-risk tasks, while some cases also reveal poor supervision and non-compliance with safety measures. This study proposes appointing experienced foreign workers as safety supervisors, adopting AI-based facial recognition and fatigue monitoring, strengthening multilingual and visual safety education, and building cooperative governance. These findings highlight the structural causes of accidents, and support practical, technological, and policy improvements for safety in small-scale workplaces.
