Currently, our rural areas are facing the limitations of rural policies based on a dichotomous urban-rural approach due to the threat of extinction in an era of population decline. Furthermore, issues of overdevelopment and a decline in spatial attractiveness, stemming from a failure to address the spatiotemporal dynamics and complexity of rural areas, persist. This study aimed to develop rurality indicators while emphasizing an understanding of rural areas and rurality. To achieve this, we first attempted to conceptualize the concept based on a discussion of definitions and theories of rural areas and rurality, as well as the perception and trends of rural areas over time. Next, we utilized public data from 139 urban-rural composite cities and counties nationwide to develop an integrated rurality index aligned with this conceptual framework. Finally, through statistical analysis, we derived and presented a final set of 25 rurality indicators, comprising 12 items in four categories.
