국제개발협력에서 현지화의 ‘제도적 논리(institutional logics)’와 정당성: 글로벌 노스와 사우스의 현지화 담론에 대한 탐색적 연구

Institutional Logics and Legitimacy of Localization in International Development Cooperation: Discourse Analysis of the Global North and South

연구목적: 본 연구는 현지화 담론을 제도적 논리 이론의 틀로서 분석함으로써 글로벌 노스와 사우스 행위자들이 현지화를 서로 다른 가치와 정당성의 논리에 따라 어떻게 규정하고 해석하여 이행하는지를 이론적으로 탐구하는 데 있다. 연구의 중요성: 현지화 담론은 개발협력분야의 핵심 아젠다로 부상하였으나, 표준화된 개발규범과 달리 행위자의 자율적 해석에 따라 궁극적인 목적과 이행 내용이 상이하게 구현되고 있다. 본 연구는 제도적 논리를 적용하여 현지화 담론의 내적 다양성을 밝힘으로써, 기존 규범들이 설명하기 어려운 규범적, 실천적 차이를 설명한다. 연구방법론: 본 연구는 제도적 논리 이론 분석틀에 적용하여, 현지화 담론을 핵심 가치와 정당화 수준, 행위 논리 수준, 제도적 결과 수준의 세 층위에서 비교 분석하였다. 연구대상은 IASC, OECD DAC, USAID, NEAR, Shift the Power, C4C 등 주요 행위자로 한정했고, 각 행위자의 공식 발표, 정책문서, 어드보커시 자료를 대상으로 한 문헌분석을 기반으로 한다. 연구결과: 본 연구는 행위자들이 현지화를 어떻게 정의하고 이행하는지 비교함으로써, 현지화 담론이 정합성 있는 단일 규범으로 확산되는 것이 아니라는 것을 밝힌다. 글로벌 노스 행위자들은 이를 관리, 성과, 회계 등 제도적 합리성에 기반한 기술적 논리로 범주화하는 반면, 사우스 행위자들은 권력 재분배에 초점을 맞추어 규범적 전환 과정으로 인식하고 주장한다. 결론 및 시사점: 현지화 담론의 장은 규범을 상호학습하고 확산하는 공간이 아니라, 서로 상이한 제도적 논리가 충돌하거나, 또는 협력하는 현상이 나타나는 ‘의미 경쟁’의 장이다. 현지화 담론이 향후 기술적인 제도개혁에 머무를지, 원조체계의 불균형을 재조정하면 구조적 전환으로 나아갈지는 누구의 담론이 지배적 서사가 되느냐에 따라 다르다.

Purpose: The purpose of this study is to theoretically examine how actors from the Global North and Global South define, interpret, and implement localization according to divergent systems of values and legitimacy, by analysing the discourse of localization through the analytical framework of insitutional logics theory. Originality: Localization has emerged as a key agenda in development cooperation, yet, its goals and implementation vary across actors’ interpretations. By applying institutional logics theory, this study reveals the internal diversity of localization discourse and explains normative and practical variations that development norms do not fully account for. Methodology: This study employs a document analysis of key actors(IASC, OECD DAC, USAID, NEAR, Shift the Power, C4C) using institutional logics theory. It compares how localization is defined and enacted across the three levels-core values and legitimacy, logic of action, and institutional outcomes. Result: By comparing how different actors define and implement localization, the study demonstrates that localization discourse does not evolve as a coherent, unified norm. While Global North actors frame it through technical logics of management, performance, and accountability, Global South actors perceive it as a normative process of power distribution. Conclusions and Implication: The field of localization is not one of shared learning but a site of competing institutional meaning, where divergent logics collide or cooperate. Whether it remains a technical reform or evolves into structural transformation depends on whose discourse becomes dominant.
