인도적 지원-개발-평화 연계(HDP Nexus) 논의를 위한 에너지 사업의 역할 재조명: 스코핑 고찰(scoping review) 연구

Energy Aid in Refugee Camps under the Humanitarian–Development–Peace Nexus: A Scoping Review

연구목적: 본 연구는 개발도상국 내 난민 맥락에서 에너지 부문 개발협력 사업 이 인도주의, 개발, 평화 각 부문에 미치는 영향을 분석하여 ‘인도적 지원-개발- 평화 연계(HDP Nexus)’에 대한 분석 확장의 기반을 제공하고자 한다. 연구의 중요성: 난민캠프와 정착촌은 정치적 이해관계로 인해 일시적인 형태 로 운영되고 있으나, 난민 수의 증가와 임시 시설의 제약으로 에너지 수요⋅공 급 문제가 심화되고 있다. 이에 난민 맥락 내 에너지 부문에 대한 체계적인 연구가 요구된다. 이를 바탕으로 본 연구는 선행연구에서 밝혀진 인도주의, 개발 및 평화 부문에의 함의를 정리하여 향후 에너지 부문 개발협력에 대한 통찰을 제공한다. 연구방법론: 본 연구에서는 체계적 문헌연구방법 중 스코핑 고찰(scoping review) 기법을 활용한다. PRISMA 가이드라인에 의거한 선정 문헌을 대상으로 주요 특징과 동향, 그리고 에너지 사업이 인도주의, 개발, 평화 각 부문에 미친 영향을 종합한다. 고찰 결과를 토대로 OECD DAC의 권고안에 따른 HDP Nexus 논의에의 적용가능성을 검토한다. 연구결과: 난민 캠프 및 정착촌의 에너지 지원에 대한 연구들은 2010년 중반까지는 주로 인도적 지원 차원에서 에너지 접근성 제고를 강조했다. 2010년대 후반 이후에는 건강 등 중장기적 영향에 주목하고, 2020년대 이후에는 난민-호스트 지역 주민 간 사회적 네트워크 등 평화적 요소에 미치는 영향까지 논의를 확장했다. 이는 향후 HDP Nexus 분석에 있어서 에너지 사업이 중요한 역할을 할 수 있음을 시사한다. 다만 연구가 특정 지역에 편중되었고, 모델링 중심의 연구가 상당 부분을 이루고 있어, 향후 다양한 맥락에서 에너지 관련 수요 확인, 성과 평가 등의 체계적 연구가 이루어질 필요성을 확인했다. 결론 및 시사점: 본 연구는 에너지 원조가 HDP Nexus 논의 확장에 있어 중요 한 역할을 할 수 있음을 확인하였다는 데 의미를 지닌다.

Purpose: This study aims to examine the existing literature on energy aid in refugee camps in developing countries to derive implications for the Humanitarian–Development–Peace Nexus (HDP Nexus). Originality: Political interests often limit operations of refugee camps to a temporary nature. However, a growing refugee population and the provisional infrastructure limitations have exacerbated challenges related to energy supply and demand, calling for systematic research on energy interventions in refugee camps. A synthesis of their humanitarian, development, and peace implications can provide insights for practical applications and inform future research directions. Methodology: We conducted a scoping review of studies selected in accordance with PRISMA guidelines, by identifying research trends and analyzing impacts on energy aid on humanitarian, development, and peace dimensions. Findings provide implications for energy aid across the three dimensions (coordination, programming, financing) of OECD DAC recommendations on the HDP Nexus. Result: Since the 2010s, research has expanded its scope to explore mid-to-long-term effects on health. More recently, attention has shifted toward drivers of peace, such as refugee–host relationships. The findings suggest that energy aid can play a key role in expanding the discussion of the HDP Nexus in refugee-hosting areas. We also observed limitations of previous studies in terms of the geographical and methodological scope. Conclusions and Implication: We underscore that energy interventions have potential for contributing to the HDP Nexus, which offers a foundation for evidence-based research and project designs.
