유아 다문화교육 정책의 현황과 과제: 광주광역시를 중심으로

Current Status and Challenges of Early Childhood Multicultural Education Policy: A Focus on Gwangju Metropolitan City

본 연구는 우리나라 다문화교육정책의 변화 과정을 분석하고, 광주광역시 유아 대상 다문화교육의 현황을 살펴보는 데 목적이 있다. 2006년 이후 국가 정책을 5단계로 구분하여 고찰하였으며, 지역 자료를 활용해 광주 지역의 실행 현황을 검토하였다. 연구 결과, 초기에는 기초적인 한국어 지원 중심의 정책이 주를 이루었으나, 이후 문화적 다양성과 포용성을 강조하는 방향으로 전환된 것으로 나타났다. 광주광역시 또한 다문화유치원 운영, 한국어 학급, 지역사회 기반 프로그램 확대 등을 통해 지원을 강화해 왔다. 그러나 제도 간 격차, 교사 전문성의 불균형, 제한적인 부모 참여, 고위험 가정 지원의 부족 등 여러 과제가 여전히 존재한다. 이에 본 연구는 유아 수준에 맞춘 한국어 교육 지원, 어린이집을 위한 구체적 운영 지침 마련, 기관 간 격차 해소, 다문화감수성 함양 활동 확대 등을 제언하였다. 이에 본 연구는 지역 차원의 포용적 다문화교육정책 개발을 위한 기초적 시사점을 제공한다.

This study analyzes the evolution of Korea’s Multicultural Education Policy and examines the current status of early childhood Multicultural Education in Gwangju Metropolitan City. National policies since 2006 were classified into five stages, and regional implementation was reviewed using local data. Findings show a shift from basic language support to policies emphasizing cultural diversity and inclusiveness, while Gwangju has expanded support through multicultural kindergartens, Korean language classes, and community-based programs. However, challenges persist, including institutional disparities, inconsistent teacher expertise, limited parental participation, and insufficient support for high-risk families. The study suggests tailored Korean language support, concrete guidelines for childcare centers, reducing institutional gaps, and activities that foster multicultural sensitivity, offering foundational insight for inclusive regional policy development.
