국내 내수면 선박 입출항 통제 관리에 관한 제언 - 미국 사례를 중심으로

Recommendations on the Control and Management of Vessel Entry and Departure in Domestic Inland Waters : Focused on the USA Case

본 연구에서는 국내 내수면의 선박 현황 및 통제관련 규정을 검토하였다. 국내 내수면에서 선박에 대한 안전관리는 성수기에 중점적으로 단속하고 있었으며, 내수면 선박의 통제는 상시 감독보다는 사고 발생 후 빠른 대처에 초점을 맞추고 있었다. 미국의 내수면 선박의 안전 및 입출항 통제 관련 자료 조사를 통하여, 대상 수역에서 실시간으로 기상상황을 제공할 수 있는 기관의 개설, 내수면 선박의 안전관리를 위한 순찰/감시 센터의 상설 운영, 사고발생 시 골든타임 확보를 위한 선박 및 관련 장비 구축, 사고 예방 관련 홍보 자료 제작/배포를 제언하였다. 이러한 정책 제언을 기반으로 국내 내수면에서도 안전한 레저활동을 즐길 수 있는 환경이 조성되었으며 한다. 또한 현재까지 내수면 안전 관리에 대한 연구가 미미한 상황에서 이러한 연구를 통하여 내수면 선박의 안전 관리에 대한 관심과 지속적인 연구가 진행되었으면 한다.

In this study, the current status of vessels operating in domestic inland waters and the relevant control regulations were reviewed. In Korea, safety management for inland vessels has primarily focused on intensive inspections during peak seasons, while vessel control has emphasized prompt response after accidents rather than continuous supervision. Based on the review of safety management and entry/exit control systems for inland vessels in the United States, this study suggests the following measures: establishment of an institution capable of providing real-time weather information for the target water areas; permanent operation of patrol and monitoring centers for inland vessel safety management; construction of vessels and related equipment to ensure a “golden time” response in case of accidents; and preparation and distribution of educational and promotional materials for accident prevention. These policy recommendations aim to create an environment that allows for safe leisure activities in domestic inland waters. Furthermore, given the limited research conducted thus far on inland water safety management, this study is expected to raise awareness and encourage continuous research in this field.
