This study analyzes the 2025 fire and explosion involving oil tanker at the Yeosu Port anchorage, focusing on the regulatory blind spot surrounding onboard injection of hazardous cargo additives under a laden condition of flammable liquids and the subsequent administrative response. The research combines a quantitative review of tanker fire/explosion trends using Korea Maritime Safety Tribunal statistics (2020– 2024), an open-source reconstruction of the incident based on media and publicly released agency information, and a policy/legal review of relevant national frameworks and the post-incident guideline on additive injection. Statistics show that tanker fire/explosion cases remained infrequent (1– 4 per year; about 1.2– 6.3% of tanker accidents), consistent with strengthened controls for conventional hazards such as inert gas systems and procedural compliance. The Yeosu case was reported in the context of opening cargo spaces and preparing for additive injection, indicating that this practice had not been explicitly treated as a distinct high-risk operation within pre-incident control or cause coding. The paper links trend data, case evidence, and administrative rulemaking to explain how an under-specified practice became a focal point of regulatory intervention. Limitations include reliance on open sources and the absence of additive-related cause-coded statistics. Future work should assess compliance, enforcement capacity, and safety outcomes after guideline diffusion across ports.
