갑오개혁기(1894~1895) 민간인의 해로 홍삼무역과 구조적 전환

갑오개혁 과정에서 홍삼무역은 전면적 개혁 대상이 되었다. 탁지부는 1894년9월에 포삼규칙을 제정하여 홍삼무역의 주체를 민간인으로 설정하고 수출세40%를 규정했다. 이로써 그간 조공체제 아래 이루어졌던 사행·국왕의 육로 홍삼무역은 폐지되었다. 1894년에 제조한 홍삼의 무역은 청일전쟁 등 대내외적 정세 불안으로 1895년7~8월에 집중되었으며, 상인과 회사원 등 민간인이 홍삼무역의 주체가 되었다. 홍삼무역량은 1만 5000근이었고, 홍삼 수출지는 청국 연태였으며, 무역은 해로· 윤선으로 진행되었다. 정부는 홍삼 가격의 40%를 홍삼수출세로 징수했으며, 선납이 원칙이었지만 일부 후납도 허용했다. 이로써 민간인의 해로 홍삼무역 시대가 열렸다. 정부는 연태파원 윤규섭을 현지에 파견해 홍삼수출세를 징수하도록하고, 통관의 편의를 제공했다. 1895년분 홍삼무역은 1895년 10월 하순부터 이듬해 1월까지 3~4개월 내에 이루어졌다. 정부는 1895년분 홍삼수출세를 근당 10원으로 변경해 1/2 이상 대폭 감세를 단행했으며, 선납이 완벽하게 이행되었다. 이에 정부는 재정적 안정성을 확보할 수 있었고, 홍삼무역인은 무역이익을 증대시키고, 홍미삼 또한 허용된20% 전량을 수출함으로써 그 이익을 온전히 챙길 수 있었다. 이로써 홍삼무역인의 자본축적 가능성은 훨씬 높아졌다. 민간인의 홍삼무역량 1만 5000근은 탁지부 지휘 아래 규정에 따라 납세와 통관의 절차를 밟고 투명하게 이루어졌으나, 부활된 국왕의 홍삼 1만 근의 무역은 베일에 가려졌다. 갑오개혁기 홍삼무역은 역사상 처음으로 민간인의 근대적 해로 무역 시대를맞이했다. 홍삼무역의 주체와 인적 구성, 운송로와 운송수단, 목적지 등이 새로워졌으며, 전근대적 조공무역 체제에서 근대적 자유무역 체제로 전환되었다.

In September 1894, the Joseon government enacted the Posam Regulations, stipulated private individuals as those responsible for the red ginseng trade, and stipulated a 40 percent export tax on red ginseng. The trade in red ginseng manufactured in 1894 was concentrated in July and August 1895 due to domestic and international instability, including war. The volume of red ginseng traded amounted to 15,000 geun, and the export destination was Yantai in Qing China. The trade was conducted by sea using chartered vessels. The government levied 40 percent of the red ginseng price as an export tax. The 1895 red ginseng trade was carried out from late October 1895 to January of the following year. The government revised the red ginseng export tax to 10 won per geun, implementing a tax reduction of more than one half. In addition, red ginseng traders exported the entire quantity of red ginseng roots that had been authorized, thereby increasing their profits. During this period, the red ginseng trade transitioned from a premodern tributary trade system to a modern free-trade system.
