지역사회의 반전운동으로부터 다시 생각하는 전후(戦後) : 『가능성으로서의 베헤이렌(ベ平連)』

Rethinking Postwar Japan through Local Antiwar Movements: Kanohsei Toshiteno Beheiren (Beheiren as Possibility)

본고는 베트남전쟁기 일본의 반전 시민운동 단체인 <베헤이렌>에 관해 일본에서 출간된 연구서 『가능성으로서의 베헤이렌―지역의 운동 경험과 미완의 기억』의 서평인 동시에, 책의 출간을 기념하여 일본 도쿄에서 열린 심포지엄 《가능성으로서의 베헤이렌―지역의 운동 경험으로부터 지금, 무엇을 받아들일 것인가》의 참관 기록이다. 심포지엄과 연구서는 일본의 베트남전쟁에 대한 간접적 가담을 계기로, 전후 일본 사회에 만연했던 피해자 의식으로부터 아시아 인민에 대한 가해자로서의 각성을 촉구한 베헤이렌에 관한 연구의 새로운 방법으로써 지역 베헤이렌을 집중 조명한다. 특히 고베, 후쿠오카, 기타큐슈, 오사카 등지의 지역 베헤이렌이 도쿄에서 시작된 베헤이렌적 정신과 방법을 통해 지역사회의 다양한 운동 과제들과 만난 과정을 구술, 필드워크, 자료에 의거해 면밀히 규명하고 있다. 본고는 중심이 아닌 주변으로 나아간 곳에서 아시아의 문제, 혹은 마이너리티의 문제와 연결되는 지점들이 보다 선명하게 보여온다는 점, 베헤이렌 운동이 지역 운동 또는 지역 그 자체와 만나는 과정을 통해 일본의 ‘지방’이 새롭게 부각된다는 점, 베헤이렌 운동이 지역에 스며드는 과정에서 이념이 아닌 하나의 ‘방법’으로서의 운동의 강점이 잘 드러난다는 점에서 심포지엄과 연구서가 수행한 지역 베헤이렌 연구의 의의를 발견한다. 한편으로 본고는 지역 베헤이렌 연구 이후의 베헤이렌 연구가 현대 일본 시민사회의 문제를 이해하는 하나의 방법으로서, 베헤이렌이 남긴 긍정적 측면의 유산뿐 아니라 그 한계마저도 고려된 가운데 이루어져야 할 것임을 제안하고 있다.

This article reviews the Japanese research volume Kanosei Toshiteno Beheiren: Chiiki no Undō Keiken to Mikan no Kioku (Beheiren as Possibility: Regional Movement Experiences and Unfinished Memories) and offers an account of the related symposium. The symposium and the volume focus on regional Beheiren as a new approach to research on Beheiren, a citizens’ antiwar movement prompted by Japan’s indirect involvement in the Vietnam War that sought to move Japanese society beyond postwar victim consciousness toward an awareness of its position as a perpetrator against Asian peoples. Drawing on oral testimonies, fieldwork, and archival materials, they examine how the spirit and methods of Beheiren engaged with local movement issues. This review notes that the book shows how the periphery connects with Asian and minority issues, sheds new light on Japan’s “regions,” and highlights Beheiren’s strengths as a “method” rather than an ideology. At the same time, it suggests that future research on Beheiren should be carried out as one way of understanding issues in contemporary Japanese civil society, while paying attention to not only the movement’s positive legacies but also its limitations.
