한반도 평화 구축을 위한 글로벌사우스와의 협력 방안

Cooperative Strategies with the Global South for Peace on the Korean Peninsula

과거 국제사회의 북한 비핵화 활동은 중ㆍ러의 대북지원으로 인해 실효성이 부족했던 것으로 평가됨에 따라, 본 논문에서는 최근 국제사회에서 영향력을 확대하고 있는 글로벌사우스를 활용하여 한반도 평화 구축 및 비핵화를 달성하는 방안을 제시한다. 글로벌사우스는 어느 한 쪽에 속하지 않고 실질적 이익을 추구하지만, 미ㆍ중 패권 경쟁의 기로에 서 있다. 이러한 상황에서 한국은 글로벌사우스ㆍ노스의 경험과 글로벌웨스트ㆍ이스트와의 접점을 가진 국가로서 글로벌사우스 내 강대국 간 갈등을 완화시키는 정직한 중재자의 역할을 수행하고, 여러 국가들을 연결하여 디지털ICTㆍ친환경 에너지ㆍ한류 등과 연관된 사업 추진을 통해 상호의존성을 강화시킬 수 있다. 상호의존성이 강화된 상태에서 한국은 글로벌사우스 내 북한 우방국인 중ㆍ러와의 접점을 찾아 한반도 평화 구축과 비핵화에 대한 협력을 얻어낼 수 있을 것이다. 해당 과정을 자유주의ㆍ현실주의ㆍ구성주의 특징을 통해 분석하고, 新개념인 연동된 구성주의로 통합하여, 한국이 주도하는 글로벌사우스 내 협력모델을 제시하려 한다. 해당 협력모델은 경로의존성의 Lock-in 효과에 의해 관련국들이 한국이 주장하는 한반도 평화 구축 및 비핵화까지도 협력의 기조를 유지하는 대북 레버리지의 강화를 달성시킬 것이다.

Given that past international efforts at Nk’s denuclearization have been assessed as lacking effectiveness due to China and Russia support to Nk, this paper proposes a strategy to achieve peace and denuclearization on the Korean Peninsula by leveraging the “Global South,” which has recently been expanding its influence in the international community. The Global South does not align exclusively with either side and pursues pragmatic interests, yet it stands at a crossroads amid the U.S.-China hegemonic rivalry. In this context, ROK, as a nation with experience in both the Global South and Global North and points of contact with both the Global West and East, can serve as an “honest broker” mitigating conflicts among great powers within the Global South, and can strengthen “interdependence” by linking various countries and promoting projects related to digital ICT, eco-friendly energy, and the Korean Wave. With interdependence thus enhanced, ROK can seek points of convergence with China and Russia—Nk’s allies within the Global South—to secure positive cooperation on Korean Peninsula peace and denuclearization. This study analyzes the process through the lenses of liberalism, realism, and constructivism, and integrates these perspectives using the new concept of “Interlinked Constructivism,” thereby presenting a cooperative model within the Global South led by ROK. Through the lock-in effect of path dependency, this cooperative model will strengthen leverage over Nk by ensuring that the countries involved maintain their cooperative stance all the way through to the peace and denuclearization of the Korean Peninsula as advocated by ROK.
