A Study on the Construction of an e-SOP System for Disaster Response Support

재난 발생 시 신속한 재난대응을 위해서는 현장에서의 재난대응 매뉴얼 활용성이 매우 중요하다. 그러나 기존의 재난대응 매뉴얼은 방대분량의 책자형태로 작성되어 있어 갑자기 발생하는 재난 상황에서 활용하기에는 한계가 있다. 따라서 본 연구에서는 현행 재난대응 매뉴얼을 토대로 전자매뉴얼 형태의 e-SOP 시스템을 개발하고, 재난 발생 시 e-SOP 시스템을 활용한 재난대응 방안을 제시하고자 한다. e-SOP 시스템은 재난대응 매뉴얼을 전자문서로 구축하고, 재난대응 매뉴얼의 행동요령과 대응조직을 관리할 수 있도록 구축하였다. e-SOP 시스템은 현장 재난상황 및 임무를 전달할 수 있는 상황전파 기능, 현장대응 상황에 대한 보고 기능, 현재까지 재난대응 업무 진행 상황을 파악하고 관리할 수 있는 상황관리 기능 등의 주요기능으로 구성되어 있으며, 이를 통해 재난대응 매뉴얼의 현장 작동성을 강화할 수 있도록 하였다.

For rapid disaster response, the usability of disaster response manuals in the field is important. However, existing disaster response manuals are compiled in a booklet form, which presents limitations for effective utilization during sudden disaster situations. Therefore, this study builds an e-SOP system in the form of an electronic manual based on the existing disaster response manual, and proposes a disaster response plan utilizing the e-SOP system in the event of a disaster. The e-SOP system is an electronic manual based on the disaster response manual, and was built to manage the manual's action guidelines and response organizations. The main functions of the e-SOP system are situation dissemination, reporting, and situation management, and these functions can be utilized to enhance the on-site operability of the disaster response manual.
