북핵 위협의 한시적 소거를 위한 전략 구상: ‘사실상의 동결’을 중심으로

A Strategic Approach for the Temporary Elimination of the North Korean Nuclear Threat: Focusing on a ‘De Facto freeze’

이 연구에서는 답보상태에 머물러 있는 한반도 비핵화 과정을 외교적 협의 구조의 구축을 통해 해소하고자 한다. 이를 위해 핵시대의 전개와 그동안의 대응 전략을 검토한 결과, 기존 접근은 협상 당사자들이 서로 수용할 수 없는 조건을 제시함으로써 교착상태의 지속만이 초래되었음을 확인하였다. 현재 북한의 핵능력이 고도화된 상황에서 1994년 제네바 합의 이전 상태로의 회귀는 사실상 불가능하다. 이에 따라 이번 연구는 실존하는 핵 현상을 전제로, 행위자 간의 상호 양보에 기반한 잠정적 타협의 가능성을 탐색한다. 이러한 구상은 ‘핵 신고제(A Tripartite Cooperative Framework for Declaration, Management, and Support)’로 개념화된다. 이 제도는 북한의 ‘신고’, 미국의 ‘관리’, 대한민국의 ‘지원’을 통해 북한의 핵이 사실상 동결될 수 있도록 제도화하고, 이를 통해 핵 위협의 실질적 완화를 도모한다. 궁극적으로 이 연구는 핵무기 개발이 초래한 파괴 중심의 핵시대를 상생의 질서로 전환할 수 있는 외교적 대안을 제시한다.

This study seeks to overcome the persistent stalemate in the denuclearization process of the Korean Peninsula by constructing a diplomatic framework for cooperative dialogue. A review of the nuclear age and previous policy responses reveals that earlier approaches have only reinforced the impasse, as negotiating parties have continued to present mutually unacceptable conditions. Given the advanced stage of North Korea’s nuclear capabilities, a return to the pre–1994 Geneva Agreed Framework status is virtually impossible. Accordingly, this research explores the potential for a provisional compromise based on mutual concessions among the key actors while acknowledging the existing nuclear reality. This conceptual proposal is defined as the Tripartite Cooperative Framework for Declaration, Management, and Support (hereafter, the “Nuclear Declaration Regime”). Under this mechanism, North Korea’s “declaration,” the United States’ “management,” and the Republic of Korea’s “support” are institutionalized to achieve a de facto freeze of North Korea’s nuclear capabilities and to facilitate the substantive mitigation of nuclear threats. Ultimately, this study presents a diplomatic alternative that aims to transform the destruction-centered nuclear age into a cooperative order founded upon coexistence and shared prosperity.
