혁신클러스터 발전에 있어서 지방정부의 역할 : 판교테크노밸리와 광교테크노밸리에 대한 경기도 사례를 중심으로

The Role of Local Regional Government in the Development of Innovation Clusters : A Case Study of Gyeonggi Province Especially Focusing on Pangyo and Gwanggyo Techno Valleys

지역이 혁신과 성장의 핵심 거점으로 떠오르면서 혁신클러스터 발전에 있어 지방정부의 전략적 역할이 더욱 중요해지고 있다. 본 연구는 지방정부 주도로 성공한 대표적 혁신클러스터인 판교테크노밸리와 광교테크노밸리를 중심으로 혁신클러스터의 성공요인별 경기도의 역할을 심층 분석하였다. 사례연구 결과, 제도적 요인의 경우 판교는 규제 완화와 세제 혜택을 중심으로 민간 기업의 활발한 참여를 촉진한 반면, 광교는 공공연구기관의 유치와 직접적인 투자를 우선적으로 추진하였다. 물리적 요인에서는 판교가 입지적 장점을 활용하여 민간 중심의 인프라 구축에 주력한 반면, 광교는 공공 주도로 연구시설을 선제적으로 구축하고 단계적으로 접근성을 개선하는 전략을 채택하였다. 사회적 요인에서도 판교는 민간 기업 간 자율적 협력 촉진을 위한 간접적 지원에 중점을 두었으며, 광교는 공공이 주도하는 네트워크 구축과 민간 기업의 참여를 직접 지원하는 정책을 추진하였다. 이러한 결과는 지방정부가 혁신클러스터를 성공적으로 육성하기 위해서는 지역 산업의 특성과 클러스터의 발전 단계에 따라 유연하고 차별화된 역할을 수행할 필요가 있음을 시사한다.

As regions increasingly emerge as key hubs for innovation and growth, the strategic role of local governments in fostering innovation clusters has become more critical. This study conducts an in-depth analysis of local government roles, focusing on success factors within innovation clusters by comparing Pangyo Techno Valley and Gwanggyo Techno Valley. The case study results indicate clear differences across institutional, physical, and social factors. In institutional factors, Pangyo emphasized indirect support through regulatory easing and tax incentives to foster private-sector activity, whereas Gwanggyo prioritized direct investment and attracting public research institutes. Regarding physical factors, Pangyo leveraged geographic advantages and developed infrastructure driven by private-sector demand, while Gwanggyo proactively established public-led research facilities and subsequently improved accessibility in stages. In social factors, Pangyo promoted indirect support to stimulate autonomous private-sector collaboration, whereas Gwanggyo emphasized public-led network formation and direct encouragement of private-sector participation. These findings imply that local governments should adopt flexible and differentiated roles tailored to regional industrial characteristics and cluster developmental stages to effectively nurture innovation clusters.
