국가위기관리체계의 구조적 개선 방안 연구 - 안전한 한국을 위한 정책적 접근

A Study on the Structural Improvement of the National Crisis Management System : A Policy Approach for a Safe Korea

(연구 배경 및 목적) 본 연구는 지금까지 구축되어 운용되고 있는 국가위기관리 조직의 체계적이고 심층 깊은 분석을 통해 국가적 위기 사태를 효율적으로 통제 및 관리할 수 있도록 개선 방향을 제시하는데 목적이 있다. 개별로 발전해 온 법령으로 인하여 현재 우리나라의 국가위기관리 조직은 여러 분야별로 분산되어 있고, 각각의 협의기구는 중복 운영으로 효율성이 제한되며, 제한된 국가위기관리 자원의 효율적인 운용이 곤란한 상황이다. 그리고 국가 위기사태를 종합적으로 조정·통제할 컨트롤타워가 부족한 가운데 관련 부처간의 조정 통제도 곤란한 상황이다. (연구방법) 본 연구는 우리보다 국가위기관리체계를 발전적으로 준비하여 포괄적 대응체계를 구축 운영하고 있는 미국 등 주요 국가의 사례를 고찰한 후에 시사점을 도출하였고, 이를 바탕으로 현재 구축된 우리나라의 국가위기관리체계의 운영 실태와 문제점을 비교 분석하여 한국 환경에 적합한 개선 방안을 연구하였다. (연구결과) 본 연구는 국가위기를 효율적으로 관리할 수 있도록 국가위기관리체계의 구조적 속성인 통합적 구조, 유기·협력적 구조 및 실행·학습적 구조 측면과 연계하여 국무총리실에 실행을 위한 국가위기관리 전담부처를 신설하는 국가위기관리체계 개선 방안 등을 제시하였다. 아울러 개별 법령에 의해 운영되는 다수의 위원회는 국가위기관리회의(또는 위원회)로 통합하는 것이 바람직한 것으로 보았다. (결론) 본 연구를 통해 장차 예상되는 다양하고 복합적인 국가위기에 대비하여 우리나라의 상황 및 여건을 고려한 국가위기관리 조직체계의 기본 틀을 구축하기 위한 정책적 과제로서 크게 기여할 수 있을 것으로 기대한다.

(Research Background and Purpose) The purpose of this study is to present improvement directions to efficiently control and manage national crisis situations through a systematic and in-depth analysis of national crisis management organizations that have been established and operated so far. Due to individually developed laws, Korea's national crisis management organizations are currently distributed in various fields, and each consultative body is limited in efficiency due to overlapping operations, and it is difficult to efficiently operate limited national crisis management resources. In addition, it is difficult to control coordination between related ministries while there is a lack of control towers to comprehensively adjust and control national crisis situations. (Research Method) This study drew implications after examining cases of major countries such as the United States, which are more advanced in the national crisis management system than Korea and establishing and operating a comprehensive response system, and based on this, an improvement plan suitable for the Korean environment was studied by comparing and analyzing the operational status and problems of the currently established national crisis management system in Korea. (Results of the study) In order to efficiently manage the national crisis, this study proposed ways to improve the national crisis management system by establishing a national crisis management ministry for implementation in the Prime Minister's Office in connection with the structural attributes of the national crisis management system, organic/cooperative structures, and implementation/learning structures. In addition, a number of committees operated by individual laws were considered desirable to be integrated into the National Crisis Management Council (or committees). (Conclusion) This study is expected to contribute greatly as a policy task to establish a basic framework for the national crisis management organization system considering Korea's situation and conditions in preparation for various and complex national crises expected in the future.
