마을만들기사업 계획과정에 나타난 마을자원의 인식에 관한 연구 - 음성군 사정2리, 용계2리, 상우3리 주민들을 대상으로

A Study on the Perception of Village Resources During the Village Development Project Planning Process : For Residents of Sajeong 2-ri, Yonggye 2-ri, and Sangwoo 3-ri in Eumseong-gun

(연구 배경 및 목적) 주민참여와 마을자원을 활용하여 다양하게 진행되는 마을만들기사업은 지원 부처 및 지원 기관 별로 다양한 명칭으로 다양하게 시행되고 있다. 사업의 진행을 위한 마을자원 조사는 동일한 행정구역 단위의 지역에서도 조사 방법에 따라 차이가 나타나고, 사업의 추진을 위한 사업계획서의 작성을 대행하는 용역사의 의견이 첨가되며 마을사업에 사용할 마을자원의 결정이 다르게 나타나고 있다. 본 논문에서는 충북 음성군 농촌마을 3개 리의 주민들과 함께 퍼실리테이션 방법으로 마을만들기사업 계획수립 과정을 진행하고 그 과정에서 주민들이 파악하는 마을자원에 대한 인식을 파악하는 것을 목적으로 한다. (연구방법) 주민들의 마을자원에 대한 인식을 파악하는 방법으로 외부인의 의견을 배제하고 마을 주민들만의 의견을 파악하기 위해 제3 자가 워크숍을 진행하는 퍼실리테이션(FT) 워크숍 기법을 적용하여 진행하고자 한다. 퍼실리테이션의 진행은 진행 프로그램을 작성한 후, 연구 대상인 3개 리 마을별로 각각 4회를 진행하고 1회당 4시간씩 동일하게 적용하여 진행한다. 퍼실리테이션 워크숍 진행과정에서 진행자는 전체 프로세스의 진행만 담당하고, 워크숍 내용의 정리 과정에서 내용에 영향을 줄 수 있는 의견을 제시하지 않는다. (연구결과) 음성군 3개 농촌마을을 대상으로 마을발전계획수립 워크숍(FT)을 통해 나타난 마을주민들의 마을자원에 대한 인식 내용을 살펴본 결과는 다음과 같다. 첫째, 3개 리의 농촌마을 주민들은 자연자원을 가장 주요한 마을자원으로 인식하고 있는 것으로 나타났다. 둘째, 3개 리의 마을 주민들은 기존의 자연자원 중심의 마을자원 인식에서 새로 조성된 시설물이나 생활편익시설과 주민들의 활동으로 만들어진 시설물들로 자원인식이 변화하고 있다. 셋째, 3개 리의 마을 위치나 마을에 소재한 시설에 따라 주민들의 마을자원에 대한 인식을 달리하고 있다. 이와 같은 마을자원에 대한 인식과 달리, 마을에 위치한 산업자원(공장 및 산업시설)에 대한 인식이 부족한 것으로 나타났으며, 그 이유로는 산업시설 종사자는 농촌마을 주민들과 생활패턴이 달라 마을회의에 참여가 부족하고 주민들도 평소 산업시설과의 관계가 적기 때문으로 보인다. 농촌마을에 위치한 자연환경 및 농업시설 외에 산업시설들과 거주민들과의 관계 형성이 필요한 것으로 보인다.

(Research background and purpose) Village creation projects that utilize resident participation and village resources are being implemented in various ways under various names by supporting ministries and support organizations. Village resource surveys for project implementation vary depending on the survey method even in the same administrative district, and the opinions of the consultants who write business plans for project implementation are added, and the decisions on village resources are different. In this paper, we will conduct a village creation project planning process with residents of three rural villages in Eumseong-gun, Chungcheongbuk-do using the facilitation method and identify the village resource awareness of the residents during the process. (Research method) We will apply the facilitation (FT) workshop technique, in which a third party conducts a workshop to exclude the opinions of outsiders and identify the opinions of only the village residents, as a method of identifying the residents’ awareness of village resources. The facilitation will be conducted by writing a program and then conducting it four times for each of the three villages that are the subjects of the study, with each session lasting 4 hours. During the facilitation workshop, the facilitator is only responsible for the overall process and does not provide opinions on the process of organizing the workshop content. (Research Results) The results of examining the village residents’ perception of village resources through the village development plan establishment workshop (FT) targeting three rural villages in Eumseong-gun are as follows. First, the village residents of the three ri recognized natural resources as the most important village resource. Second, the village residents of the three ri are changing their perception of resources from the existing natural resource-centered village resource perception to newly created facilities, convenience facilities, and facilities created through the activities of residents. Third, the village residents’ perception of village resources differs depending on the village location or the facilities located in the village. Unlike the awareness of village resources, there was a lack of awareness of industrial resources (factories and industrial facilities) located in the village. The reason for this is that industrial facility workers have different lifestyles from rural village residents, so they do not participate in village meetings, and residents also have little relationship with industrial facilities. In addition to the natural environment and agricultural facilities located in rural villages, it seems necessary to form relationships between industrial facilities and residents.
