국내 도시재생지원기구 정책변화 특성에 관한 분석 연구 - 서비스디자인 기반 사업을 중심으로

A Study on the Characteristics of Changes in Policy of Urban Regeneration Support Organization in Korea : Focusing on Service Design Based Businesses

본 연구는 연구자가 직접 참여한 도시재생지원기구로서 한국디자인진흥원의 참여과정과 서비스디자인 기반의 정책변화 특성에 관해 연구해보고, 이를 통하여 지속가능한 체계로서 발전 방안을 모색하고자 한다. 도시재생법 제10조(도시재생지원기구의 설치) 제1항에 따라, 도시재생지원기구의 역할을 정의하였으며 도시재생법과 도시재생법 시행령을 근거로 하여, 지원체계로 운영되고 있는 도시재생지원기구의 변화에 관한 사항을 규명하였다. 도시재생사업도 기존의 HW 중심의 접근에서 나아가 국가 및 지방자지단체와 주민과의 관계성 및 주민참여를 강조하는 방향으로 변화하였고, 그 과정에서 디자인의 영역인 서비스디자인 기반의 한국디자인진흥원이 도시재생지원기구로 지정되었다. 이를 통하여 주민참여 프로젝트팀 등 사업이 추진되었으나, 2021년 전후로 서비스디자인 기반의 도시재생 지원사업 들이 후속사업으로 연계 및 확산되지 못하고 종료되면서 이러한 주민참여 접근의 도시재생 SW 사업이 기존보다 줄어들게 되었다. 다만, 이러한 정책적 변화과정에서 디자인적 접근 방법론이 단순한 수단이 아닌 주민참여의 실질적인 매개체로서 중요한 역할을 한다는 점을 발견하였다. 특히, 2025년 5월 국토교통부 공고로 도시재생지원기구 지정(변경)을 통해 각 기관별 업무 범위의 변화가 발생하였다. 이러한 정책동향을 바탕으로 추후 지속가능한 도시재생지원기구로서 디자인 중심 접근의 사례분석 바탕으로의 접근 및 향후 사업과 정책방향 등의 중요한 시사점과 제언을 제공한다.

This study aims to study the participation process of the Korea Institute of Design Promotion and the characteristics and changes in policy based on service design as an urban regeneration support organization in which the researcher directly participated, and to find a way to develop it as a sustainable system through this. In accordance with Article 10 (1) of the Urban Regeneration Act (Installation of Urban Regeneration Support Organization), the role of an urban regeneration support organization was defined, and based on the Urban Regeneration Act and the Enforcement Decree of the Urban Regeneration Act, matters related to the change of an urban regeneration support organization operated as a support system were identified. The urban regeneration project also changed from the existing HW-centered approach to emphasizing the relationship between the state and local governments and residents and the participation of residents. In the process, the Korea Institute of Design Promotion based on service design, which is an area of design, was designated as an urban regeneration support organization. Through this, projects such as the resident participation project team were promoted, but around 2021, the service design-based urban regeneration support projects were not linked and spread as follow-up projects, and as they were terminated, the urban regeneration SW project with such a resident participation approach was reduced than before. However, in the process of such policy change, it was found that the design approach methodology played an important role as a practical medium for resident participation, not just a means. In particular, with the announcement of the Ministry of Land, Infrastructure and Transport in May 2025, the scope of work for each institution changed through the designation (change) of an urban regeneration support organization. Based on these policy trends, it provides important implications and suggestions such as an approach to the case analysis of a design-oriented approach and future projects and policy directions as a sustainable urban regeneration support organization in the future.
