(Background and Purpose) Leisure activities play a vital role in enhancing quality of life, health and well-being, leading to growing policy interest in public leisure infrastructure. However, perceptions and usage of leisure resources vary by gender and generation, and disparities in the recognition and utilization of public leisure infrastructure within community areas may contribute to leisure inequality. This study aims to analyze gender and generation-based differences in leisure perception, constraints, and the awareness and use of local public leisure infrastructure, providing foundational insights for inclusive leisure policy and planning. (Methods) Using data from the 2023 National Leisure Activity Survey of 10,040 individuals (5,006 men and 5,034 women), leisure perception, constraint factors, and recognition of local public leisure infrastructure were statistically analyzed across four age groups: teens, 20s–30s, 40s–50s, and 60s and older. (Results) No significant gender differences were found in leisure perception or satisfaction, although women reported higher happiness levels than men. Among leisure constraints, men in their 40s–50s reported greater time scarcity, while economic burden was the most common constraint across both genders. Women experienced greater limitations due to lack of experience, information, and climate factors, especially those aged 60 and older. Women also showed higher usage rates and awareness of public leisure facilities, particularly in the 40s–50s age group. Teenage girls more frequently perceived a lack of facilities, while women over 60 reported higher satisfaction levels. (Conclusion) While no structural gender gap in leisure perception was observed, partial differences in leisure constraints and infrastructure perception were found by age group. Policy efforts should focus on gender- and age-sensitive program planning, improved accessibility, and flexible scheduling to reduce barriers and promote equitable leisure environments.
