(Background and Purpose) Cities in the 21st century face intertwined crises of climate change, energy insecurity, and social inequality. Within this context, sustainability has become a central principle of urban development, and public design has been recognized as a strategic tool for integrating environmental and social values. Yet many projects remain confined to institutional frameworks without adequately expanding citizen experience. The rapid rise of AI-Generated Content (AIGC) introduces new opportunities for strengthening participation and reconfiguring public design strategies. (Method) This study employs a comparative case study approach to examine four representative cities—Seoul, Barcelona, Copenhagen, and Amsterdam—together with experimental platforms such as UrbanistAI and UrbAI. An analytical framework was developed along four axes: sustainability, public design strategy, citizen participation, and digital/AIGC utilization. Case data were collected from academic literature, policy documents, and international reports, and analyzed through cross-case comparison. (Results) Findings show that while all cities pursue sustainability and citizen participation, their strategies diverge according to institutional, cultural, and historical contexts. Barcelona institutionalized co-creation through the Superilla program; Copenhagen advanced carbon neutrality with bicycle-centered mobility; Amsterdam operationalized circular economy principles via living labs; and Seoul, despite robust institutional frameworks, exhibited relatively limited participation and digital transformation. Across all cases, digital technologies have already become integral to urban design processes, and AIGC demonstrates strong potential for reinforcing citizen-centered design and data-driven governance. (Conclusions) Public design in the age of AIGC should move beyond aesthetic enhancement to operate as an integrated practice that links sustainability, citizen experience, and technological mediation. When supported by ethical safeguards and institutional frameworks, AIGC can function as a mediating technology bridging human creativity and computational design, thereby contributing to sustainable, inclusive, and participatory urban futures.
