(Background and Purpose) This study aims to analyze Busan Metropolitan City’s urban branding strategy from the perspective of glocalization and to examine how the city’s institutional foundation, intellectual capacity, creative inspiration, and physical–social infrastructure interact to shape and expand its urban brand. Since the enactment of the Ordinance on Enhancing the Value of Busan’s Urban Brand in 2010, Busan has continuously strengthened its urban identity and competitiveness through initiatives such as the 4th Urban Brand Master Plan (2024–2026). Focusing on these institutional and policy foundations, this study explores the structural characteristics and implications of Busan’s evolution into a “global hub and citizen-centered creative city.” (Method) The research employs a combined approach of literature review and case analysis. Official documents of Busan Metropolitan City (ordinances, master and implementation plans), press releases, academic studies, and news articles were comprehensively analyzed. The study adopts the analytical framework proposed by Lishchynskyy et al. (2025) as its primary model and supplements it with the glocal strategy approach suggested by Botschen and Wegerer (2017). Based on this framework, the study examines the components of Busan’s urban brand through the 4I Framework—Institutions, Intelligence, Inspiration, and Infrastructure. Furthermore, specific cases such as the Busan International Film Festival, e-sports festivals, the webtoon industry, and the Busan Urban Brand Goods Design Contest were analyzed to understand processes of citizen participation, industrial convergence, and the formation of creative ecosystems. (Results) From a glocalization perspective, the characteristics of Busan’s urban brand can be explained through four key structural dimensions. First, in terms of Institutions, Busan institutionalized policy consistency and execution capacity by enacting urban brand-related ordinances and periodically establishing master plans. Second, the city’s citizen-participatory design policies and its selection as the World Design Capital (WDC) institutionalized collective civic intelligence. Third, collaboration between local universities and startups, and the creation of an integrated ecosystem centered on the content and gaming industries, enhanced the city’s creativity and global competitiveness. Fourth, initiatives such as the Busan Urban Brand Goods Design Contest and the Busan Brand Shop (Big Shop) served as citizen-driven brand platforms that visually embodied the city’s identity and cultural value. The study concludes that Busan’s urban brand has evolved beyond a mere image-enhancement initiative into a glocal urban branding model that integrates institutional, intellectual, creative, and infrastructural dimensions. Policy implications include: strengthening citizen-based brand governance; promoting convergence between creative and technological industries; establishing international networks for the global dissemination of brand assets; and (4) developing sustainable brand performance evaluation systems. Ultimately, Busan’s case illustrates how regional identity and global sensibility can be harmonized, offering strategic insights for the future direction of urban branding.
