미국·캐나다 탈북민 정착지원 비교 : 차세대 한인 단체 활동과 한반도 디아스포라 연대 모색

A Comparative Study of Resettlement Support for North Korean Refugees in the U.S. and Canada : Next-Generation Korean Diaspora Organizations and Solidarity within the Korean Peninsula Diaspora

본 논문에서는 미국과 캐나다 사례를 중심으로 탈북민 정착 환경과 한인 사회의 지원 양상을 비교·분석하였다. 특히 미국의 ‘솔트(PSALT)’와 캐나다의 ‘한보이스(HanVoice)’와 같은 차세대 한인 탈북민 지원 단체의 활동을 고찰하고, 한반도 디아스포라의 연대 방안을 심층적으로 논의한다. 이를 위해 양국의 난민 정책과 관련된 정부·학술·언론 자료를 참조하고, 차세대 한인 단체 활동가와의 구술면담 자료를 활용하였다. 분석 결과, 북미 지역의 탈북민 정착 정책은 국가 간 연계성과 제도적 일관성 면에서 다소 차이를 보였다. 또한 양국에서 한인 디아스포라의 지원과 관심이 탈북민 정착에 중요한 역할을 하고 있으나 탈북민과 기존 한인 사회 사이의 정서적·문화적 거리감을 지속적으로 좁혀가며 민간 협력의 주체로서 연대를 강화해야 할 과제가 여전히 존재한다. 본 연구는 기존 해외 탈북민 이주 연구에서 비교적 미진했던 북미 지역을 중심으로, 탈북민 정착 제도와 한인 단체의 활동을 분석함으로써 북미 지역에서 탈북민의 초국적 이주와 정착에 대한 다각적인 이해를 도모하고, 이들을 위한 연대적이고 지속 가능한 지원 방안을 모색한다는 점에서 의의를 가진다.

This study conducts a comparative analysis of the resettlement environments of North Korean refugees and the support provided by Korean communities in the United States and Canada. In particular, it examines the activities of Korean organizations that support North Korean refugees—such as PSALT and HanVoice—and discusses in depth potential avenues for solidarity within the Korean Peninsula diaspora. The analysis reveals that North American policies for the resettlement of North Korean refugees differ in terms of institutional coherence and policy coordination between the two countries. Furthermore, although support and interest from Korean diaspora communities in both nations play an important role in facilitating refugee resettlement, challenges remain in fostering stronger civil-society collaboration, particularly in narrowing the emotional and cultural distance between North Korean refugees and established Korean diaspora communities.
