Physicians’ Images in Media Discourse Surrounding the Medical School Quota Expansion Policy

본 연구는 의사와 환자 간의 신뢰 관계에 영향을 미치는 사회적 여론의 흐름을 분석하고, 이를 통해 의학 전문직이 지니는 사회적 책임성과 윤리적 성찰을 강화할 수 있는 교육적 방향을 모색하고자 하였다. 의학교육은 의료인이 단순한 전문기술인이 아니라 사회적 신뢰를 유지하고 공공적 책임을 수행하는 시민으로 성장하도록 하는 핵심 과정이다. 이에 본 연구는 언론 보도를 기반으로 의대 정원증원 정책과 그 이후의 의정 갈등 담론을 중심으로 여론의 변화를 탐색하였다. 연구 1단계에서는 2023년 8월 1일부터 2025년 5월 31일까지 18개월간 전국일간지 12개 언론사 기사를 빅카인즈(BigKinds)를 활용해 분석하였다. 주요 키워드는 ‘의정 갈등’, ‘의대 증원’, ‘의대 정원’ 등이었으며, 관련 주체로 의사단체, 전공의, 의협 등이 확인되었다. 연구 2단계에서는 2025년 6월부터 9월까지 ‘이재명 정부’, ‘전공의’, ‘의대생’, ‘특혜 논란’, ‘의학교육’, ‘지역 의사제’ 등을 중심으로 담론 변화를 분석하였다. 그 결과, 의정 사태는 정책적 대립을 넘어 의학교육, 전문직 윤리, 사회적 신뢰의 문제로 확장되고 있었다. 언론은 전공의 복귀, 정부 대응, 여론의 비판 등을 통해 의료계 내부의 가치 충돌과 사회적 시선을 조명하였다. 이러한 결과는 의학교육이 정책 이해와 소통 능력, 윤리적 리더십을 포괄하는 사회적 교육으로 확장되어야 함을 시사한다. 본 연구는 빅데이터 기반 언론분석을 통해 의료 신뢰의 사회적 담론 변화를 조망하고, 이를 토대로 의학 전문직의 사회적 책임과 신뢰 회복을 위한 교육적 방향을 제시했다는 점에서 의의가 있다.

This study examines changes in social discourse influencing trust between physicians and patients and explores educational directions for strengthening medical professionalism and ethical reflection. Medical education plays a critical role in shaping physicians not merely as technical experts but as civic professionals who sustain social trust and fulfill public responsibility. In this context, the study analyzes media discourse surrounding the medical school quota expansion policy and the subsequent government- medical conflict. In the first phase, news articles published by 12 major national daily newspapers between August 1, 2023, and May 31, 2025, were collected and analyzed using BigKinds, a large-scale Korean news database. Key search terms included ‘government-medical conflict,’ ‘medical school expansion,’ and ‘medical school quota,’ and major actors such as medical associations, residents, and the Korean Medical Association were identified. In the second phase, discourse changes from June to September 2025 were examined, focusing on keywords such as ‘Lee Jae-myung administration,’ ‘residents,’ ‘medical students,’ ‘controversy over preferential treatment,’ ‘medical education,’ and ‘regional physician system.’ The analysis shows that the government- medical conflict extended beyond policy conflict to encompass broader issues of medical education, professional ethics, and social trust. Media narratives highlighted internal value conflicts within the medical community as well as increasing public scrutiny through coverage of residents’ return to work, governmental responses, and critical public opinion. These discourses reflected changing societal expectations regarding the role and responsibility of medical professionals. The findings suggest that medical education should move toward a socially oriented framework that integrates policy literacy, communication competence, and ethical leadership. By employing big data-based media analysis, this study provides an empirical overview of evolving media discourses on the medical profession and proposes educational implications for integrating medical professionalism into medical education and contributing to the restoration of public trust.
