The Relationship Between Local Policy Networks and Global Engagement in UNESCO Global Network of Learning Cities (GNLC) Member Cities

이 연구는 유네스코 GNLC에 가입한 국내 회원 도시를 대상으로 평생학습도시 정책 추진 과정에서 형성된 로컬 정책네트워크의 구조적 특성을 분석하고, 이러한 특성이 회원도시의 글로벌 참여 수준과 어떠한 관계를 가지는지를 탐색적으로 규명하고자 하였다. 이를 위해 GNLC 실천사례 보고서를 제출한 24개 도시를 대상으로 사회네트워크 분석, QAP 상관분석, MRQAP 회귀분석을 실시하였다. 분석 결과, 국내 GNLC 회원도시의 로컬 정책네트워크는 민·관·학의 다양한 행위자가 참여하는 개방적 협력 구조의 특징을 가지고 있으며 도시 간 높은 구조적 동질성을 보였다. 그러나 로컬 네트워크 유사성과 회원도시의 글로벌 참여 유사성 간에는 일관된 정적 관계가 나타나지 않았으며, 활동 유형에 따라 서로 다른 양상을 보이는 것으로 분석되었다. 또한 회원도시의 글로벌 참여는 네트워크 내부의 협력 역량뿐 아니라 도시별 정책환경과 같은 외부 맥락적 요인의 영향을 함께 받는 것으로 나타났다. 이러한 분석 결과는 로컬 네트워크가 구조적으로 유사성을 보이더라도 이것이 곧 글로벌 수준 활동의 유사성으로 이어지는 것은 아니며, 로컬 수준의 네트워크 활동과 글로벌 수준의 네트워크 간 연계를 촉진하기 위해서는 정책적 지원과 전략적 개입이 필요함을 보여준다.

This study aims to analyze the structural characteristics of local policy networks formed during the implementation of lifelong learning city policies in Korean cities that are members of the UNESCO Global Network of Learning Cities (GNLC). The study also aims to explore how these characteristics relate to the cities' levels of global engagement. To this end, social network analysis, QAP correlation analysis, and MRQAP regression analysis were conducted on twenty-four Korean cities that submitted GNLC practice case reports. The findings revealed that these cities' local policy networks commonly exhibited open, collaborative structures involving diverse actors from the public, private, and academic sectors. These networks demonstrated a high degree of structural similarity across cities. However, no consistent positive relationship was found between local network similarity and similarity in global engagement. Associations varied depending on the type of GNLC activity and were influenced by external contextual factors, such as the local policy environment. These results imply that structural similarity in local networks does not automatically result in similar levels of global engagement, and connecting local-level network activities with global-level activities requires targeted policy support and strategic intervention.
