산업현장 응급의료체계의 구조와 개선 방향에 대한 고찰

"Structure and Improvement Directions of Emergency Medical Systems in Industrial Sites"

산업현장은 근로자가 급성 손상에 노출될 위험이 높은 공간으로, 효과적인 응급의료체계의 구축이 필수적이다. 그러나 현행 법·제도적 기반이 마련되어 있음에도 불구하고, 산업현장의 응급의료 대응은 특히 중소규모 사업장을 중심으로 실질적인 효과를 충분히 발휘하지 못하고 있다. 본 연구는 산업현장 응급의료체계의 구조를 분석하고, 체계 구성요소 중심의 관점에서 개선 방향을 탐색하는 데 목적이 있다. 이를 위해 인력, 제도, 교육 및 훈련, 의료 장비 및 인프라, 운영 연계성의 다섯 가지 핵심 요소를 중심으로 구조적 한계와 연계상의 문제를 검토하였다. 연구 결과는 산업현장에서의 실질적 대응 역량과 체계의 효과성을 제고하기 위해 현장 중심의 통합적 응급의료체계 구축이 필요함을 시사한다.

Industrial workplaces expose workers to a high risk of acute injuries, making effective emergency medical systems in industrial sites essential. Despite existing legal and institutional frameworks, on-site emergency response in industrial settings often lacks practical effectiveness, especially in small- and medium-sized enterprises. This study analyzes the structure of emergency medical systems in industrial workplaces and examines improvement directions from a system-based perspective. Focusing on five core components—namely, human resources, institutional arrangements, education and training, medical equipment and infrastructure, and operational linkage—the study identifies structural limitations and coordination gaps. The findings highlight the need for an integrated, site-oriented emergency medical system that enhances practical responsiveness and system effectiveness.
