다중이용업소 소방안전교육의 위탁에 대한 기초 연구

A Study on Entrusting Safety Education to a Specialized Training Institution for Multi-Use Facilities

본 연구의 목적은 다중이용업소 소방안전교육의 현행 제도 및 운영 실태와 문제점을 분석하고, 종사자 인식조사 결과를 통해 교육 방식·내용·기관 선호 등 수요 기반 개선 요소를 도출한다. 이를 토대로 다중이용업소소방안전교육의 위탁에 대한 기초자료를 제시한다. 연구 결과는 첫째, 전문기관 위탁, 기관 지정기준, 교육과정 승인제, 강사 인증제, 품질관리체계 도입 등을 제도화하여야 한다. 둘째, 신규교육은 실습 중심, 보수교육은 비대면 및 혼합형을 허용하고, 수시교육은 위반 업소 대상으로 교육모델 재설계가 필요하다. 셋째, 모바일 기반 교육, 예약·수강 시스템 개선, 고령자·자영업자 접근 지원, 사례 기반 콘텐츠 개발 등의 요소를 포함해야 한다.

The purpose of this study is to analyze the current system and operational status of fire safety training in multi-use facilities, as well as its challenges. Furthermore, based on the results of a survey of employee perceptions, this study identifies demand-driven improvements, including training methods, content, and institutional preferences. Based on this, this study presents basic data for outsourcing fire safety training in multi-use facilities. The study results suggest the following: First, institutionalization of outsourcing to specialized institutions, institution designation criteria, curriculum approval systems, instructor certification, and the introduction of a quality management system should be implemented. Second, the training model should be redesigned to focus on practical training for new training, allow for remote and hybrid training for continuing education, and target non-compliant businesses with ongoing training. Third, the training model should include elements such as mobile-based training, improved reservation and attendance systems, accessibility support for seniors and the self-employed, and the development of case-based content.
