AHP를 활용한 복합리조트 산업 경쟁력 강화를 위한 정책 우선순위 결정에 관한 탐색적 연구

An exploratory study on policy priorities to strengthen competitiveness of the integrated resort industry using AHP

이 연구는 복합리조트 산업의 경쟁력 강화를 위한 정책적 우선순위를 체계적으로 도출하고자 AHP(Analytic Hierarchy Process) 기법을 활용한 탐색적 분석을 수행하였다. 이를 위해 이 연구는 기존 카지노, 호텔 등의 관광산업경쟁력 관련 선행연구를 토대로 복합리조트 산업에 적용 가능한 4가지 상위 평가항목(요소조건, 시설구성, 법⋅제도 및지원, 인적자원)과 관련 하위항목을 설정하였다. 관련 학계, 산업계, 정부 전문가 17명을 대상으로 설문을 실시하고, AHP 분석을 통해 각 항목의 상대적 중요도와 정책 우선순위를 도출하였다. 분석 결과, 복합리조트 산업의 요소조건이 (34.1%) 로 가장 큰 비중을 차지하였고, 법⋅제도 및 지원(28.0%), 시설구성(23.9%), 인적자원(14.0%) 순으로 중요도가 도출되었다. 하위항목에서는 ‘인프라’, ‘지리적 조건’, ‘매력도’가 동일한 비중으로 핵심요소로 평가되었고, ‘호텔 및 컨벤션’과‘엔터테인먼트’ 시설은 균등한 중요도를 보였다. 법⋅제도 및 지원 측면에서는 ‘규제’보다 ‘정보 및 지자체 지원’이 우선시되었으며, 인적자원에서는 ‘경영 및 마케터’ 인력이 ‘게임운영 및 딜러’보다 중요한 요소로 확인되었다. 이러한 결과는한국 복합리조트 산업이 여전히 카지노 중심 규제에 머물러 있는 제도적 한계를 극복하고, 인프라 확충, 지역 매력도 제고, 제도적인 지원 강화, 전문 인력 양성 등 다차원적인 정책 방향 마련이 필요함을 시사한다. 또한, 이 연구는 Porter의다이아몬드 모델과 Richie & Crouch의 관광경쟁력 프레임 워크를 복합리조트 맥락에 적용하여 경쟁력 요인을 구조화함으로써 학문적 기여를 하였으며, 실무적으로는 정책 결정자에게 복합리조트 산업의 전략적 우선순위 설정을 위한 실질적근거를 제공한다는 점에서 의의가 있다.

This study aims to systematically identify policy priorities to enhance the competitiveness of the integrated resort industry by using the Analytic Hierarchy Process (AHP). Based on previous research in casino and hotel tourism, four main evaluation categories―factor conditions, facility composition, institutional framework, and human resources─were established, along with relevant sub-factors tailored to the integrated resort context. A survey was conducted with 17 experts from academia, industry, and government, and the AHP was applied to derive the relative importance and policy priorities of each category. The results indicate that factor conditions (34.1%) were considered the most critical determinant, followed by institutional framework (28.0%), facility composition (23.9%), and human resources (14.0%). Among sub-factors, infrastructure, geographical conditions, and attractiveness were equally weighted as core elements, while hotel and convention facilities and entertainment facilities were viewed as equally important. Within the institutional framework, information provision and local government support were prioritized over regulatory concerns, and in terms of human resources, management and marketing personnel were deemed more vital than gaming operators and dealers. These findings suggest that Korea’s integrated resort industry must overcome its current casino-centered regulatory limitations and pursue multidimensional policy directions, including infrastructure expansion, enhancement of regional attractiveness, institutional support, and human resource development. Furthermore, by applying Porter’s Diamond Model and Ritchie and Crouch’s destination competitiveness framework to the integrated resort context, this study contributes academically by structuring competitiveness factors at the micro-level. Practically, this study provides policymakers with concrete evidence for establishing strategic priorities in the integrated resort industry.
