장애인 디지털격차 관련 언론사설 내용분석

Content Analysis of Media Editorials on the Digital Divide Affecting Disabled People

본 연구는 한국 사회에서 장애인 디지털격차가 언론을 통해 어떻게 인식되고 공론화되어 왔는지 분석하고자 하였다. 이를 위해 「정보화촉진기본법」이 시행된 1996년부터 2025년까지 국내 언론에 게재된 장애인 디지털격차 관련 언론사설 32건을 수집하여 질적내용분석을 실시하였다. 분석 결과, 언론사설의 내용은 네 가지로 범주화되었다. 첫째, 디지털격차를 개인의 정보 활용 역량 부족 문제로 인식하고 교육과 훈련을 통한 개인의 적응을 강조하는 경향이 나타났다. 둘째, 디지털 접근성과 인프라의 불균등에서 비롯된 문제로 인식하며 디지털기기 보급과 제도적 지원 확대를 해결 방안으로 제시하는 경향도 존재했다. 셋째, 디지털 기술의 확산과 제도화 과정에서 장애인이 시장과 제도 구조 속에서 배제되는 구조적 문제로 이해하는 관점도 일부 나타났다. 넷째, 이러한 논의 전반에서 장애인은 능동적 디지털 시민이 아니라 지속적인 보호와 배려가 필요한 취약계층으로 고정되어 재현되는 경향이 나타났다. 언론사설은 장애인 디지털격차를 여전히 개인 책임이나 시혜적 보호 관점으로 바라보는 한계가 나타났다. 이에 따라 디지털격차 논의를 장애인의 권리와 시민성, 그리고 디지털 환경 설계에 대한 사회적 책임의 문제로 확장할 필요가 있다.

This study aims to examine how the digital divide experienced by persons with disabilities has been recognized and framed in Korean media discourse. To this end, a total of 32 newspaper editorials were collected and analyzed using qualitative content analysis. As a result, four main themes are identified. First, the digital divide is framed as a lack of individual digital competence, emphasizing education and training to enhance personal adaptation. Second, it is understood as a problem of unequal access to digital infrastructure, with solutions focusing on the provision of devices and institutional support. Third, some editorials conceptualize the digital divide as a structural exclusion embedded in the processes of technological diffusion, institutionalization, and marketization. Fourth, across these perspectives, persons with disabilities are consistently portrayed as vulnerable groups in need of continuous protection and support. The findings highlight the need to move beyond technical and educational approaches and to reframe the digital divide as an issue of rights, citizenship, and social responsibility in the design and governance of digital environments.
