县域全域旅游示范区创建的政策实践研究—— 以云南省马龙区为例

Study on the Policy Practice of the Creation of the Demonstration Area of County Area Tourism: Taking Malong District of Qujing City as an Example

As a pivotal development model for regional economic transformation and rural revitalization, the creation of all-for-one tourism demonstration zones has become the cornerstone for implementing culturaltourism integration strategies at the county level. Serving as the key implementation arena for policies, the quality of policy practices in establishing all-for-one tourism zones directly impacts strategic outcomes and public welfare. Using Malong District in Qujing City, Yunnan Province as a case study, this paper systematically examines the foundational conditions, policy context, policy framework, and implementation process of the allfor- one tourism demonstration zone. It focuses on analyzing achievements, challenges, and underlying causes during the creation process, ultimately proposing targeted optimization pathways. This research not only enriches existing studies on county-level all-for-one tourism policy practices but also provides practical experience and theoretical references for other similar counties to establish all-for-one tourism demonstration zones, facilitating high-quality development through comprehensive tourism initiatives.

全域旅游作为推动区域经济转型、助力乡村振兴的重要发展模式，其示范区创建已成为县域层面落实文旅融合战略的核心抓手，县域作为政策落地的关键场域，其全域旅游创建的政策实践质量直接关系到战略成效与民生福祉。本文以云南省曲靖市马龙区为研究案例，系统梳理马龙区全域旅游示范区创建的基础条件、政策背景、政策体系与实践过程，重点分析创建过程中的成效、困境及深层成因，最终提出针对性的优化路径。本文研究不仅丰富了县域全域旅游政策实践的相关研究，也为其他同类县域开展全域旅游示范区创建提供了可借鉴的实践经验与理论参考，助力县域通过全域旅游实现高质量发展。
