An Analysis of the Determinants of Designated Donation Performance in the Hometown Love Donation Program : A Donation-Based Crowdfunding Perspective

본 연구는 고향사랑기부제 지정기부의 성과 결정요인을 실증적으로 분석하는 것을 목적으로 한다. 지정기부의 특성을 고려하여 기부형 크라우드펀딩의 주요 성과 결정요인과 제도 운영 전략 요인을 통합한 분석틀을 구성하였다. 분석을 위한 자료는 2024년 6월부터 2026년 2월 1일 사이 공개된 지정기부 사업 중 모금이 종료된 139건을 대상으로 하였으며, 종속변수인 기부성과는 목표 달성률과 기부건수로 구분하였다. 분석 결과, 사업 목적에 따라 목표 달성률과 기부건수에서 유의미한 차이가 나타났으며, 연초(1-3월) 개시된 사업은 기부건수에서 상대적으로 높은 성과를 보였다. 또한 전담조직 설치 여부는 목표 달성률에 유의미한 정(+)의 영향을 주는 것으로 나타났다. 아울러 목표 달성률에 홍보예산이, 기부건수에 목표 모금액이 각각 유의미한 영향을 미치는 것으로 확인되었다. 본 연구는 고향사랑기부제 지정기부의 성과에 영향을 미치는 요인에 관한 실증적 분석을 토대로 지정기부 사업의 설계 전략 수립을 위한 정책적 시사점을 제시하였다.

This study empirically examines the determinants of designated donation performance under South Korea’s Hometown Love Donation Program. To reflect the unique characteristics of designated donation, this study develops an integrated analytical framework that synthesizes key performance factors from the donation-based crowdfunding literature with municipal operational strategies. Using data on 139 projects completed and disclosed between June 2024 and February 1, 2026, performance is assessed with two primary metrics: (1) the goal attainment rate and (2) the donation count. The results indicate that project purpose significantly influences both performance measures, while projects launched in the first quarter (January–March) tend to record a higher donation count. In addition, the presence of a dedicated municipal unit is positively and significantly associated with the goal attainment rate. Regression analyses show that the promotional budget is a significant predictor of the goal attainment rate, whereas the fundraising target amount is a key predictor of the donation count. By clarifying the factors that shape designated donation performance, this study offers practical policy implications for designing and operating designated donation projects more effectively.
