디지털 전쟁 시대의 윤리적 딜레마와 군종(軍宗)의 패러다임 전환 연구: 알고리즘 기반 의사결정과 인간 존엄성의 갈등을 중심으로

Ethical Dilemmas in the Digital Warfare Era and the Paradigm Shift in Military Chaplaincy: Focusing on the Conflict between Algorithmic Decision-Making and Human Dignity

본 연구는 디지털 전쟁 시대에서 알고리즘 기반 의사결정이 초래하는 인간존엄성 훼손 문제를 종교학적 관점에서 비판적으로 분석하며, 기술 문명이 야기하는 윤리적 공백에 대한 종교의 응답 방식을 군종(軍宗)이라는 구체적 사례를통해 탐구한다. 현대 전장에서 AI 표적선정 시스템, 자율무기체계, 사이버전이 확대됨에 따라전투원은 물리적 행위자에서 알고리즘과 결합한 혼성적 작전요원으로 변모하고있으며, 이 과정에서 발생하는 도덕적 상해와 지휘책임의 분산은 군사작전의 효율성과 인간 존엄성 간의 균형을 위협한다. 세속화와 탈종교화가 가속화되는 현대 사회에서 종교는 기술 문명이 야기하는윤리적 공백을 메우는 사회적 역할을 요구받고 있다. 특히 생명의 신성함, 살인에대한 도덕적 금기, 인간 양심의 불가침성이라는 종교가 수천 년간 견지해 온근본 원칙들이 알고리즘의 효율성 논리에 의해 위협받는 디지털 전쟁 상황은종교의 사회적 기능이 가장 절실하게 요구되는 영역이다. 그러나 전통적 군종활동은 종교의례 집행과 정신적 위안 제공에 국한되어 이러한 새로운 윤리적 도전에 효과적으로 대응하지 못하고 있다. 연구방법론으로는 문헌연구와 사례분석의 질적 연구방법을 채택하여, 종교학과 군사윤리학의 학제간 관점에서 알고리즘 의사결정과 인간 존엄성의 이론적충돌구조를 검토하고, 외상 후 스트레스 장애(PTSD)와 구별되는 도덕적 상처(Moral Injury)의 새로운 양상을 개념적으로 분석했다. 특히 2022년 우크라이나전쟁과 이스라엘의 Gospel AI 표적선정 시스템 사례를 통해 디지털 전쟁의 윤리적 딜레마를 실증적으로 고찰했다. 연구 결과 첫째, AI 기반 무기체계는 인간을 데이터 포인트로 환원하여 존엄성을 근본적으로 훼손하며, 칸트의 정언명령이 제시한 도덕 원칙과 정면으로 충돌함을 확인했다. 이는 종교가 전통적으로 강조해 온 인간 생명의 고유한 가치와신성성 개념이 기술적 합리성에 의해 심각하게 도전받고 있음을 의미한다. 둘째, 전통적 정당전쟁론의 구분원칙과 도덕적 행위자성 개념으로는 디지털전쟁의 복합적 윤리적 딜레마를 해결할 수 없으며, 알고리즘 의사결정은 인간의양심적 판단과 도덕적 책임이라는 종교적 주체성의 핵심 요소를 약화시킨다. 셋째, 의미 있는 인간 통제(Meaningful Human Control, MHC) 원칙이 알고리즘 시대 인간 존엄성 보존의 핵심 요소임을 이론적으로 정립했다. 이러한 분석을바탕으로 본 논문은 군종이 전통적 종교의례 집행자에서 ‘윤리적 조언자’, ‘도덕적상처의 치유자’, ‘인간 존엄성의 수호자’라는 삼중적 역할로 전환해야 함을 제안한다. 이는 단순히 군사 조직 내부의 변화를 넘어, 기술이 지배하는 현대 사회에서종교의 사회적 역할이 재정의되어야 한다는 더 큰 맥락에서 이해되어야 한다. 종교는 더 이상 과거의 교리와 의례에 안주할 수 없으며, 기술 문명이 초래하는인간성 소외와 윤리적 공백에 적극적으로 대응하는 사회적 기능을 수행해야 한다. 구체적 실천 방안으로 군종교육의 혁신(AI 윤리, 기술철학, 종교윤리학 교육과정 도입), 윤리적 자문관 제도의 제도화, 그리고 심리학⋅의학⋅종교학이 통합된 지원체계 구축을 제시한다. 본 연구는 디지털 전쟁윤리와 종교학의 융합이라는 새로운 학제간 연구 영역을개척하며, 기술 효율성과 인간 존엄성 사이의 균형을 모색하는 국방 정책 발전은물론, 세속화 시대 종교의 사회적 기능 재정립에도 기여할 것으로 기대된다.

This study analyzes the ethical conflict between algorithm-based decision-making and human dignity in the digital warfare era from a religious studies perspective, critically examines the limitations of traditional military chaplaincy, and proposes a necessary paradigm shift. In modern battlefields, as AI targeting systems, autonomous weapons systems, and cyber warfare expand, combatants are transforming from physical actors into hybrid operators integrated with algorithms. The moral injuries and dispersed command responsibility emerging from this process threaten the balance between military operational efficiency and human dignity. Methodologically, this research employs qualitative methods of literature review and case analysis to examine the theoretical conflict structure between algorithmic decision-making and human dignity, and analyzes new patterns of moral injury distinct from Post-Traumatic S tress Disorder (PTSD). The e thical d ilemmas of d igital warfare are empirically investigated through cases of the 2022 Ukraine War and Israel’s ‘Gospel’ AI targeting system. The findings reveal three key insights. First, AI-based weapon systems fundamentally violate dignity by reducing humans to data points, directly conflicting with Kant’s categorical imperative. This means that the intrinsic value and sanctity of human life traditionally emphasized by religion are being seriously challenged by technological rationality. Second, the principle of distinction in traditional Just War Theory and the concept of moral agency are inadequate for resolving the complex ethical dilemmas of digital warfare. Third, the principle of Meaningful Human Control (MHC) is theoretically established as the core element for preserving human dignity in the algorithmic age. Based on this analysis, this paper proposes that military chaplains must transform from traditional executors of religious ceremonies to a triple role as ‘ethical advisors,’ ‘healers of moral wounds,’ and ‘guardians of human dignity.’ This should be understood not merely as an internal organizational change within the military, but within the broader context of redefining the social role of religion in a technology-dominated contemporary society. Concrete implementation measures include innovations in chaplaincy education(introduction of AI ethics and philosophy of technology curricula), institutionalization of ethical advisory systems, and establishment of integrated support frameworks combining psychology, medicine, and religious studies. This research pioneers a new interdisciplinary field integrating digital warfare ethics and religious studies, and is expected to contribute to the development of defense policies that seek balance between technological efficiency and human dignity, as well as the redefinition of religion's social function in the secular age.
