遵义融入成渝地区双城经济圈共建内陆开放合作区研究——基于比较优势转化与短板补齐的视角

Zunyi’s integration into the Chengdu-Chongqing Economic Circle in order to jointly construct an inland open cooperation zone: From the Perspective of Comparative Advantage Conversion and Shortcoming Supplementation

The construction of the Chengdu-Chongqing Economic Circle represents a key strategic arrangement made by the state with the aim of facilitating coordinated development among regions and improving the development pattern in the western area. The 2026 Guizhou Provincial Government Work Report clearly put forward the proposal to “support Zunyi in building a ‘bridgehead’ for integrating with the Chengdu-Chongqing Economic Circle,” which officially lifted Zunyi's integrated development from local practice to the provincial strategic level. Guided by the theories of comparative advantage and regional coordinated development, this research constructs an analytical framework of “advantage conversion-shortcoming supplementation,” comprehensively sorting out Zunyi's comparative advantages in fields like specialty agriculture, passage location, industrial foundation, digital economy, and cultural tourism and sports. It thoroughly analyzes the practical shortcomings in aspects such as transportation infrastructure, industrial collaboration hierarchy, institutional mechanism coherence, and public service integration, and at the same time identifies the deep-seated challenges in the process of integration. The research shows that during the “14th Five-Year Plan” period, enterprises from the Chengdu-Chongqing region invested in 588 projects in Zunyi, with a total investment exceeding 70 billion yuan. In 2025, Zunyi's agricultural products sold to the Chengdu-Chongqing region reached 480,000 tons, with an output value of about 4.6 billion yuan. The two regions have realized that 210 government service items are eligible for “inter-provincial handling,” serving more than 3 million people every year. Based on this, the paper puts forward practical pathways such as constructing a spatial layout of “one core, two wings, multiple nodes,” creating an innovation chain of “R&D in Chengdu-Chongqing, transformation in Zunyi,” and building a “four-way connection” passage hub, providing theoretical references and practical guidance for the joint construction of an inland open cooperation zone in the adjacent areas of Guizhou, Sichuan, and Chongqing.

成渝地区双城经济圈建设是国家推动区域协调发展、优化西部发展格局的重大战略部署。2026年贵州省《政府工作报告》明确提出“支持遵义打造对接成渝地区双城经济圈‘桥头堡’”,正式将遵义融圈发展从地方实践提升至全省战略高度。本研究以比较优势理论和区域协同发展理论为支撑,构建“优势转化—短板补齐”的分析框架,系统梳理遵义在特色农业、通道区位、工业基础、数字经济、文旅体育等领域的比较优势,深入剖析其交通基础设施、产业协同层级、体制机制衔接、公共服务一体化等方面的现实短板,并识别融圈进程中的深层挑战。研究表明,“十四五”期间成渝地区企业来遵投资项目达588 个,投资额超700 亿元;2025 年遵义农产品销往成渝地区48 万吨,产值约46 亿元;两地已实现210 项政务服务“跨省通办”,年服务超300 万人次。基于此,文章提出构建“一核两翼多节点”空间布局、打造“研发在成渝、转化在遵义”创新链条、建设“四向衔接”通道枢纽等实践路径,为黔川渝毗邻地区共建内陆开放合作区提供理论参考与实践借鉴。
