公安政务类媒体反诈宣传的优化策略研究——以西北地区某市反电信网络诈骗中心为例

Research on the Optimization Strategies of Anti-fraud Publicity in Public Security Government Affairs Media: A Case Study of an Anti-Telecom and Online Fraud Center in a City in Northwest China

The situation of telecom and online fraud has become increasingly severe and has emerged as a major concern for the public. In this context, it is particularly important for public security authorities to rely on government-affiliated new media platforms to carry out anti-fraud publicity and education. Taking an antitelecom fraud center in a city in Northwest China as a case study, this paper explores the multi-dimensional elements and strategies of anti-fraud communication in public security government affairs media. The center has established an efficient early-warning system and disseminates information through multiple channels, playing a positive role in enhancing public awareness of fraud prevention. This study analyzes the center’s practical experience from multiple perspectives, including functional positioning, content planning, communication channels, and target audiences, and discusses both replicable practices and areas for improvement. The findings indicate that establishing a long-term police-public cooperation mechanism can strengthen public trust in law enforcement agencies. Strategically addressing trending public opinion topics and producing content that is both engaging and educational can enhance the speed and effectiveness of information dissemination. Allocating resources based on different audience groups and creating distinctive online and offline interactive scenarios can further improve governance outcomes. Moreover, promoting the participation of government departments, nonprofit organizations, and the general public helps to form a comprehensive social governance framework, which is an important pathway to improving a nationwide anti-fraud system. These findings not only provide valuable references for optimizing anti-telecom fraud strategies at regional and national levels, but also offer a practical model for addressing similar issues globally.

电信网络诈骗犯罪形势日趋严重,已经成为人们所关心的突出问题。因此,在此情况下,公安机关依靠政务新媒体平台做反诈宣传教育工作就显得十分重要。本文以西北地区某市反电信诈骗中心为例,探讨公安政务类媒体反诈宣传的多元要素及策略。该中心凭借创建起高效的预警体系,并且采用多种途径来发布信息,在加强市民的防骗意识上起到了积极的作用。本文从职能定位、内容策划、传播途径、目标受众等多方面分析了该中心的反诈实践经验,探讨了可资借鉴的经验和需要改进的方向。研究表明,建立警民合作长效联动机制可以加强公众对执法部门的信任,对舆论热点进行策划并推出具有趣味性和教育性的内容产品,有利于提升信息的传播速度;按照受众的不同来合理分配资源,创建出有特色化的线上线下互动场景也有利于提高治理成效;推动政府部门、非营利组织与普通群众等主体参与,形成社会上的综合治理局面,这便成了完善全民防骗体系的重要途径之一。这些成果不但可以给完善区域以及全国范围内的反电信网络诈骗策略提供重要的参照意义,而且给整个世界上类似的案件处置给予了可供借鉴的经验范式。
