리퀴드폴리탄 콘텐츠 허브와 시니어 비즈니스: 경북도청신도시 문화복지 정책의 혁신 전략

Liquid-Politan Content Hub and Senior Business: Innovative Strategies for Cultural Welfare Policy in Gyeongbuk Provincial Government New Town

본 연구는 초고령사회에 접어든 한국 사회에서 지역 문화복지 정책이 기존의 복지⋅의료 중심 접근을 넘어 새로운 방향을 모색해야 한다는 문제의식에서 출발한다. 연구 대상은 경북도청신도시이며, 고령화와 문화적 수요가 교차하는 이 공간을 문화복지와 시니어 비즈니스의 관점에서 분석하였다. 이를 위해 바우만의 액체근대 이론과 리퀴드폴리탄 개념을 바탕으로, 고정된 시설 중심 도시정책을 넘어 사람들의 경험, 관계, 감정이 유연하게 연결되는 문화 플랫폼의 가능성을 살펴보았다. 분석 결과, 경북도청신도시는 물리적 인프라에 비해 문화복지 기반과 주민 참여 구조가 상대적으로 취약한 것으로 나타났다. 이에 본 연구는 시니어를 단순한 복지 수혜자가 아니라 지역의 기억과 기술, 정서를 바탕으로 콘텐츠를 생산할 수 있는 주체로 바라보고, 이를 ‘리퀴드폴리탄 콘텐츠 허브’ 전략으로 제안하였다. 이는 문화복지를 돌봄의 차원에 그치지 않고, 시니어의 참여와 창작을 통해 지역 공동체와 산업을 연결하는 플랫폼으로 확장하려는 시도이다. 본 연구는 고령화 시대 지방 신도시의 문화복지 정책이 시설 공급을 넘어 시니어 경험의 자산화, 세대 협력, 지역 콘텐츠 산업과의 연계를 중심으로 새롭게 구성될 필요가 있음을 강조한다.

This study begins with the recognition that, in Korea’s transition to a super-aged society, regional cultural welfare policies must move beyond conventional welfare and healthcare-centered approaches and explore new directions. The research focuses on Gyeongbuk Provincial Government New Town, analyzing this planned city—where aging demographics intersect with growing cultural demands—from the perspectives of cultural welfare and senior business. Drawing on Zygmunt Bauman’s theory of liquid modernity and the concept of the “Liquid-Politan,” this study examines the potential for a cultural platform that connects people’s experiences, relationships, and emotions in flexible ways, moving beyond urban policies centered on fixed physical facilities. The analysis reveals that, despite its physical infrastructure, Gyeongbuk Provincial Government New Town shows relatively weak foundations for cultural welfare and limited structures for resident participation. In response, this study reconceptualizes seniors not as passive recipients of welfare but as active agents capable of producing cultural content based on their accumulated memories, skills, and emotional experiences. Based on this perspective, the study proposes the strategy of a “Liquid-Politan Content Hub.” This approach seeks to expand cultural welfare beyond the dimension of care, transforming it into a participatory platform that connects senior creativity with local communities and cultural industries. Ultimately, the study highlights the need for cultural welfare policies in regional new towns to move beyond facility provision and instead emphasize the valorization of senior experiences, intergenerational collaboration, and linkages with regional cultural content industries in the era of population aging.
