This article examines the economic, political, and social cleavage structures of the First Austrian Republic during the interwar period in order to elucidate the conditions underlying the emergence of Austrofascism. It further analyzes the formation of the Austrofascist regime and delineates its principal characteristics with reference to its conception of the ‘Ständestaat’ (corporate state) as an ideal type, while engaging with major theoretical approaches to fascism. In interwar Austria, multiple and cross-cutting cleavages developed within the broader context of acute economic dislocation and systemic crisis. Politically, a structural divide separated the Christian Social Party, representing agrarian and middle-class constituencies, from the Social Democratic Party, whose primary support base lay in the industrial working class. Ideologically, this division was reinforced by a pronounced antagonism between Catholic conservatism and social democracy. At the socio-psychological level, a further cleavage manifested itself in competing constructions of national identity, namely between the preservation of Austrian sovereignty and the project of political unification with Germany. These overlapping cleavages proved resistant to institutional mediation within the existing political, economic, and social order; their cumulative intensification and eventual rupture facilitated the consolidation of the Austrofascist regime. Under the leadership of Dollfuss, Austrofascism advanced the project of establishing a ‘Ständestaat’. The Constitution promulgated on 1 May 1934 (the “May Constitution”) constituted a formal rupture with parliamentary democracy and marked the institutionalization of the Austrofascist order. In normative terms, Austrofascism sought to transcend the perceived deficiencies of liberalism and capitalism—both construed as grounded in atomistic individualism—as well as those attributed to socialism, by articulating a socio-political order structured through the organic integration of occupational estates (Berufsstände) within a corporatist framework. While Austrofascism espoused explicitly anti-liberal and anti-socialist principles, it exhibited significant affinities with Italian Fascism, particularly in its commitment to an organicist and corporatist conception of the state. At the same time, it shared several features with German National Socialism, including the establishment of a single-party system, the instrumentalization of violent paramilitary organizations, and the articulation of an exclusionary, anti-Semitic nationalism. Notwithstanding these convergences, Austrofascism diverged from the Italian and German cases insofar as it did not originate as a modern mass movement “from below” and ultimately failed to achieve the stable consolidation characteristic of more durable fascist regimes.
