코로나19 팬데믹 이후 북한의 조선어교육 운영 현황 - 김일성종합대학의 ‘북한 교환학생 프로그램’을 중심으로

The Current State of Chosŏnŏ Education in the DPRK after the COVID-19 Pandemic : A Case Study of the Exchange Student Program at Kim Il Sung University

본 연구는 코로나19 팬데믹 이후의 조선어교육 운영 현황을 살펴보고 북한 조선어교육의 교육 내용과 교수법, 평가 내용 및 방식을 밝히는 것을 목적으로 하였다. 이를 위해 2024년과 2025년 조선 교환 장학금(朝鮮互換獎學金) 프로그램을 통해 김일성종합대학에 파견된 연수생 5명을 대상으로 인터뷰를 실시하였으며 강독에 한해 교재 분석을 병행하였다. 연구 결과, 코로나19 팬데믹 이후 ‘조선 지리’ 과목을 제외하여 언어 교육에 더욱 중점을 두고 있는 것으로 나타났다. 특히 회화 수업에 가장 많은 시수를 배정하였으며 수업의 내용과 방식에서도 구어 의사소통 능력 향상을 목표로 하고 있음을 확인할 수 있었다. 또한 과제와 연계하여 의사소통 활동을 진행하고 있었으며 강독 수업은 언어 지식 및 발음의 정확성, 읽기 유창성을 중시하는 것으로 나타났다. 이러한 회화와 강독 수업의 교육적 특징은 코로나19 팬데믹 이전부터 지속된 것으로 확인되었다. 아울러 북한의 집단주의적 국가관이 여전히 교육 내용에 반영되고 있었다. 평가에서는 언어 지식의 정확성과 유창성뿐만 아니라 과제 수행 능력도 함께 평가하는 것으로 확인되었다. 본 연구는 코로나19 팬데믹 이후 김일성종합대학의 조선어교육 운영 현황과 실제 수업 운영 양상을 실증적으로 밝혔다는 점에서 의의가 있다.

This study examined the current state of Chosŏnŏ education as a foreign language in the DPRK after the COVID-19 pandemic, focusing on educational content, teaching methods, and assessment practices. Interviews were conducted with five trainees dispatched to Kim Il Sung University through the North Korean Exchange Scholarship Program (朝鲜互换奖学金) in 2024 and 2025, along with textbook analysis. The findings showed a stronger emphasis on language education following the discontinuation of the Chosŏn geography course. Conversation courses emphasized oral communicative competence and incorporated communicative activities primarily through assignments, whereas reading classes focused on linguistic knowledge, pronunciation accuracy, and reading fluency. These characteristics were also observed during the pre-pandemic period, and the DPRK’s state ideology continued to be reflected in the educational content. Assessment practices included the evaluation of linguistic accuracy and fluency as well as task performance. This study provides an empirical account of the current state of Chosŏnŏ education and actual classroom practices at Kim Il Sung University.
