This study examines whether the boundary group with a standard monthly income of KRW 0.8–1.03 million, newly excluded under the 2026 revision of the NPS premium support eligibility criteria, can be distinguished from the current eligible group in terms of economic capacity and socioeconomic vulnerability. Using Waves 11–27 of the Korean Labor and Income Panel Study (KLIPS), random-effects panel logistic regression was conducted on 562 observations from 378 premium-paying regional subscribers, controlling for age, sex, education, and region, along with a longitudinal comparison of changes in premium payment status. The results showed no statistically significant evidence that non-income economic capacity, including household net worth and debt repayment burden, distinguished the two groups, while the boundary group showed high volatility in income and premium payment status, making it difficult to regard it as having a lower need for premium support. These findings suggest that future reviews of the eligibility criteria should consider the income and premium payment histories of groups near the threshold and examine ways to mitigate the abrupt discontinuation of support at the threshold.
