This study aims to systematically analyze the new public safety risks arising during the transition to carbon neutrality in the aviation industry, and to present the police’s role and strategies in responding to them. The aviation industry is rapidly evolving around new technologies such as sustainable aviation fuel (SAF), hydrogen fuel, electric propulsion aircraft, drones and urban air mobility (UAM), and smart airports. However, the adoption of such technologies and infrastructure can bring about new complex risks, including hydrogen leaks, fires, and explosions, thermal runaway in electric aircraft batteries, illegal drone flights and terrorist misuse, collisions in low-altitude airspace, and cyberattacks on smart airport systems. To this end, this study reviewed relevant prior research, policy materials from international organizations, and domestic laws, systems, and policy reports, and analyzed the impact of eco-friendly aviation technologies and changes in airport operations on aviation security and police activities. The analysis showed that the risks associated with the transition to carbon neutrality exhibit a complex character, involving the interplay of accidents, terrorism, cyber threats, and environmental risks, and that effective management is difficult through responses focused solely on physical security. Accordingly, the police must establish a multi-layered security system for eco-friendly fuel and refueling facilities within airports, and strengthen capabilities for monitoring drones and UAM, as well as responding to low-altitude airspace. In addition, there is a need to establish a cooperative governance system among AI and big data-based anomaly detection, the integrated enforcement of environmental and security regulations, and the police, fire services, aviation authorities, environmental agencies, and airport operators. In addition, specialized training and joint exercises on cybersecurity for hydrogen and electric aircraft and smart airports should be expanded. This study is significant in that it argued that carbon neutrality policy should not be confined to environmental policy but should be approached in connection with public safety and police administration.
