한국 고등교육 국제화에 대한 비판적 검토 - 외국인 유학생 유치정책의 전개와 그 적합성

A Critical Review of the Internationalization of Korean Higher Education: The Evolution and Relevance of International Student Recruitment Policy

이 논문의 목적은 한국 고등교육 국제화의 핵심이 되는 외국인 유학생 유치정책의 전개와 그 적합성을 비판적으로 검토하는 데 있다. 이를 위해 정부 정책문서, 교육부 보도자료, 연구보고서, 학술논문, 교육통계 및 언론기사 등을 대상으로 문헌분석을 실시했다. 연구결과는 세 가지다. 첫째, 외국인 유학생 유치정책은 도입기, 양적 확대기, 질 관리 강화기, 재확대기의 네 시기를 거쳐 전개되었으며, 장기간 정량 목표를 중심으로 추진되어 왔다. 둘째, 정책은 고등교육 국제화뿐만 아니라 대학의 재정 위기 대응, 산업인력 확보, 지역소멸 대응 등 다양한 목표가 결합되면서 정책의 목적과 우선순위가 모호해졌다. 특히 교육을 통한 우수인재 양성과 학생 충원 및 지역 인력 부족 해소라는 목표 간 충돌이 나타났다. 셋째, 현 정책은 유치·교육·취업·정주를 연계한 정주형 인재 육성을 강조하고 있으나, 이를 뒷받침하는 제도와 추진체계가 충분히 연계되지 않고 있다. 따라서 외국인 유학생 유치정책은 양적 확대 중심에서 벗어나 교육의 질을 중심으로 목표를 재구성하고, 정책에 결합된 목표의 우선순위와 추진 주체 간에 역할 및 책임을 명확히 할 필요가 있다.

The purpose of this paper is to critically examine the development and appropriateness of policies for attracting international students, which lie at the core of the internationalization of higher education in Korea. A literature review was conducted using policy documents, research reports, academic literature, educational statistics, and news articles. The findings are threefold. First, the policy evolved through four stages—introduction, quantitative expansion, strengthened quality management, and renewed expansion—while consistently emphasizing quantitative recruitment targets. Second, the addition of multiple goals, including university financial stability, industrial workforce needs, and responses to regional population decline, has blurred policy priorities and created tensions between cultivating highly skilled talent and meeting immediate enrollment and labor needs. Third, although current policy seeks to link recruitment, education, employment, and settlement, institutional coordination across these stages remains insufficient. The findings suggest a need to shift the policy focus from quantitative expansion to educational quality, clarify policy priorities, and strengthen coordination among relevant actors.
