NEET(Not in Employment, Education or Training)가 교육에서 노동시장으로의 이행을 보여주는 주요 지표로 활용되는 가운데, 국내에서도 '쉬었음' 청년의 증가가 중요한 사회·정책적 과제로 부각되고 있다.

This study was motivated by the relatively limited empirical attention paid to changes in job-search behavior prior to labor market entry, while the performance of youth employment policies has largely been evaluated using outcome-oriented indicators such as employment rates. Internationally, NEET (Not in Employment, Education, or Training) has been widely used as an indicator of the transition from education to the labor market, while in Korea, the increasing number of so-called “Resting” youth has emerged as an important social and policy issue. In response, the Korean Ministry of Employment and Labor has developed support measures across the stages of education, employment, and job seeking and has expanded Customized Employment Services for Enrolled Students as an early intervention at the university stage. Within this policy context of early intervention, this study examined changes in job-search behavior among participants in the Jump-Up Program. The analytic sample consisted of 187 participants in the Jump-Up Program whose pre- and post-program survey responses were matched one-to-one using student identification numbers. Within-person changes in job-information-seeking and job-search preparation behavior were examined using paired-samples t-tests. Individual transitions were also analyzed across four types—A (Achiever), B (Browser), C (Challenger), and D (Developing)—classified according to high and low levels of the two behavioral indicators. The results showed that job-information-seeking significantly increased from M=5.38 before participation to M=5.81 after participation (t=6.61, p<.001), while job-search preparation behavior increased from M=4.73 to M=5.28 (t=7.72, p<.001). Among the 66 participants initially classified as Type D, characterized by low levels of both behavioral indicators, 36 (54.5%) transitioned out of Type D, of whom 23 (34.8% of the initial Type D group) transitioned to Type A. The asymmetry of type transitions was also statistically significant (Bowker’s χ²=46.121, df=6, p<.001). Rather than comparing aggregate distributions across different samples at two time points, this study empirically demonstrated within-person changes and individual type transitions in job-search behavior during the program participation period. The findings may contribute to complementing process-oriented performance evaluation frameworks for university employment services and provide a basis for identifying participants with vulnerable job-search behavior at an early stage and designing tailored support strategies.
