All countries maintain measures to ensure the safety of food for consumers, as well as to prevent the spread of pests or diseases among animals or plants. These Sanitary and Phytosanitary(SPS) measures may by their very nature result in restrictions on international trade. As a result, the SPS Agreement was established to restrict the use of unjustified SPS measures for the purpose of trade protection. The purpose of this paper is to provide several suggestions on how to improve international harmonization on SPS Agreement. For this purpose, I compared Korea's regulatory framework and processes of SPS measures with those of major trading countries' and I provided some suggestions how to improve Korea's ability to use the SPS Agreement and benefit from it, and then some amendments in our regulatory framework and procedures.
