faced with the significant paradigm shift in the 21st century, the national culture policies in korea should be focused on the way of which enhances the national identity and cultural homogeneity for the unified country. it also needs to accomodate to the value of human universality. the cultural policies are to be designed to promote the cultural-tourist industries which will not only produce high added value but also strengthen the national competitiveness. it is also necessary to formulate the new institutional framework which will provide people with more diverse and qualitative cultural services. these policies will include the following programs : financial and administrative support for professionals as well as businesses involved in cultural activities; promotion of the cultural -tourist industries; invigoration of diverse and productive leisure activities.
