In 1949 the government of the Republic of China introduced in the province of Taiwan a series of measures for farm land reform, of which the ultimate objective is the realization of Dr. Sun Yat-Sen's land-to-the-tiller ideal so that the fruits of labor may be enjoyed by the cultivator himself. Farm land reform in Taiwan consists of three phases, rent reduction since 1949, sale of public lands since 1951 and land-to-the-tiller program inplemented in 1953. This program of land reform was carried out step by step peaceful and reasonable methods and in democratic ways. It was a bloodless revolution whereby land in the rural districts was gradually transferred to the actual tiller in order to better the farmers' livelihood and bring about a more stable social order in the villages.
