A Study on the Implementation of the Seafarers'Identity Documents Convention(Revised), (185 of 2003)

This paper deals with the main contents of the Seafarers Identity Documents Convention(Revised) adopted in June 2003. It covered all important issues of the revised Convention such as scope of application. to whom SIDs may be issued, seafarers rights to an administrative appeal. change of the function and role of SlDs, simplified amendment procedures, quality control and evaluations and white list. facilitation of shore leave and transit and transfer of seafarers. continuous possession and withdrawal, entry into force requirements, transitional provision. etc. Then a comparative analysis between the revised Convention and Korea SID system was made on the major issues and, highlighted various changes made in the revised Convention, It also suggested what should be done in relation to the issues for the implementation of the revised Conventjon. These includes the change of function and role of Korean seafarer's passport. the revision of control procedures regarding the immigration management act. the development of new format of SID. the establishment of quality control and evaluation system. designation of a permanent focal point for responding to inquiries, continuous possession of SID by seafarer with one exception. suspension and withdrawal of SIDs. the clear indication of the period of validity of SID. etc. It finally recommends. on the ground that the major obstacles to ratification of the revised Convention was removed. that the Republic of Korea should. in due time, ratify the revised Convention bearing in mind that there may be an obstacle arising from a technical limitation that the biometric template based on a fingerprint printed as numbers in a bar code can be readable only by the same type of machines even though the ILO will try to take urgent measures for the development of a global interoperable standard for the biometric template as requested by the resolution concerning the development of the global interoperable biometric.
