Korean domestic passenger ships has been controlled by 'Operation Management System', which is scheduled to be replaced by ISM code, and be abolished next year. The author suggests, however, that the two systems are not destined to replace each other. Whereas ISM code is formed to be structure-oriented, 'Operation Management System' is function-oriented. Therefore 'Operation Management System' is argued to be existed without replacing it by ISM code.
