A successful governance and democratic development depend on several factors of the central and local government: appropriate citizen participation, government legitimacy and understanding, and political responsiveness and administrative efficiency. Since the people are the ultimate sources of legitimate government, it is absolutely necessary for the democratic governance to receive good government evaluation by the people. This study describes how the institutionalization of local autonomy is perceived by the Korean people. The perceived legitimacy and understanding of the national and local governments are analyzed as well. Finally, government responsiveness and citizen participation have been measured and discussed. Results obtained for the year 1994. 1997, and 2000 imply that the institutionalization of local autonomy in Korea is not stabilized in the perception of the people.
