사회자본과 지역발전

본 연구는 서구사회와 다른 역사적 전통을 지닌 우리나라에서 사회자본과 지역발전 관계가 서구사회와 마찬가지로 인과성을 지니고 있는지를 조사하는데 목적이 있다. 이러한 연구목적에 따라 경기북부지역을 대상으로 설문자료와 통계자료를 병행하여 사회자본과 지역발전의 인과성을 분석하였다. 사회자본과 지역발전의 인과관계 분석은 사회자본의 효과에 초점 맞춰 사회자본이 지역발전을 유인할 수 있다는 관점에서 사회자본을 원인변수로 지역발전을 결과변수로 설정하였다. 분석결과를 요약하면, 첫째, 사회자본을 구성하는 모든 변수들이 지역발전을 대변하는 각 영역별 발전도뿐만 아니라 이들을 통합한 종합발전도에 영향을 미쳤다. 단, 참여의 경우에는 다른 사회자본 변수와 달리 지역발전도에 부(-)의 영향을 미치고 있었다. 둘째, 지역개선도에 대한 사회자본의 영향은 일정하지 않고 변수별 차이를 보였다. 셋째, 사회자본은 지방정부 대응성에 매우 큰 영향을 미치고 있으며, 특히 협력과 의사소통채널을 포함한 네트워크 변수와 신뢰의 영향력이 보다 높게 나타났다. 넷째, 지방정부 대응성이 높을수록 지역발전도가 높고 지역개선도가 높게 나타나고 있다. 이러한 결과를 토대로 본 연구에서는 사회자본을 증진시킬 수 있는 방향 및 정책적 합의에 대해 논의 하였다.

This study verifies the relationship between social capital and regional development, and examines how the core values of social capital influence regional development and regional improvement classified 4 components: traffic, living situation, educational condition, economic development. For the purpose of this study, 1,482 survey data and statistical data of 9 local governments are used. This research finds that ① all the variables of social capital except for participation influence regional development positively, ② the influences of social capital variables on the regional improvement do not have general regularity except small differences according to the variables, ③ social capital variables have positive influences on the responsiveness of local government, especially network and truth variables` influences are most powerful, and ④ the responsiveness of local government influences both regional development and regional improvement. Overall, this paper discusses how to improve social capital and suggests research implications for further researches.
